Role Description

CAI is seeking a Consultant to support its HRSA-funded National Technical Assistance Program (NTAP) by identifying, researching, and collating resources, tools, existing implementation packages, and other materials foundational to NTAP's core technical assistance areas of clinical focus. The Consultant will build out a centralized library/repository of vetted resources to support the design and delivery of NTAP's resources, national webinars, Communities of Practice (CoPs), and outcomes-focused cohorts.

This is an independent consultant role: the Consultant will work closely with the NTAP team but will not have direct contact with health center clients or partners, and will not require CAI system or software access beyond what's needed to deliver agreed-upon products.

MAJOR TASKS AND RESPONSIBILITIES (include, but are not limited to):

• Conduct literature searches and environmental scans across NTAP's core areas of focus (e.g., chronic disease management, preventive screening services, team-based care models) to identify existing evidence-based, innovative and promising-practice for strengthening health and supportive systems that result in quantitative improvements in health outcomes for patients.
• Identify existing tools, toolkits, change packages, guidance documents, and other materials relevant to supporting planning, implementation, evaluation, and continuous improvement in areas of focus.
• Review and assess identified resources for quality, relevance, currency, and alignment with HRSA priorities.
• Verify all resources and citations against original sources, and document search methods (databases, search terms, dates, inclusion criteria) so the process is transparent and replicable.
• Organize and categorize resources by area of focus, type of resource, date, developer, intended audience, purpose. Collate materials into a structured library/repository to support ease of use by the NTAP team.
• Synthesize key resources into concise briefs, annotated bibliographies, or similar reference products for internal team use (as needed).
• Identify gaps in existing resources and flag areas of focus where original resource development may be needed.
• Collaborate with the NTAP team to ensure collated resources align with content and TA delivery plans.
• Provide periodic progress updates and deliverables per an agreed-upon schedule.

Qualifications

• Master's degree in public health, health sciences, library/information science, or comparable field.
• Demonstrated experience conducting literature reviews, environmental scans, and/or resource curation for public health or health care initiatives.
• Strong research, critical appraisal, and synthesis skills.
• Excellent written communication skills, with experience producing clear, well-organized summaries and resource briefs.
• Experience organizing and cataloging resources, tools, or knowledge products (e.g., taxonomies, metadata, content libraries).
• Strong attention to detail and ability to work independently and collaboratively with a remote team.

Requirements

• Familiarity with HRSA Health Center Program requirements or the Bureau of Primary Health Care (BPHC).
• Experience researching, collating, developing or curating change packages, toolkits, or similar implementation resources.
• Familiarity with Communities of Practice, Learning Collaborative, or other peer-learning TA models.
• Familiarity with implementation science frameworks (e.g., EPIS, CFIR, RE-AIM) and their application to public health program evaluation and TA.
• Experience with reference management or content organization tools (e.g., Zotero, EndNote, QuickBase, SharePoint).
• Use of AI Tools.

Benefits

• Hourly rate of $75 - $100 depending on experience.
• Anticipated consultancy to run through September 2027.
