Role Description

AlphaGov is seeking a Program Manager to lead design and implementation for a HUD CDBG-DR homeowner recovery program supporting Alaska communities affected by Typhoon Merbok. The work spans:

• Applicant intake
• Case-management operations
• Construction-program oversight
• Grant compliance coordination
• Environmental-review coordination
• Communications
• Reporting
• Closeout through the program term

Key responsibilities include:

• Leading the overall homeowner recovery program implementation plan and delivery model
• Overseeing applicant intake and case-management operations, including workflows and file quality
• Coordinating rehabilitation and reconstruction delivery with construction partners and field teams
• Aligning grant compliance, Duplication of Benefits procedures, and audit-ready documentation with program specialists
• Coordinating HUD environmental review inputs with the Environmental Review SME
• Managing client reporting, communications, schedule, budget, and closeout accountability

Qualifications

• Program management experience with federally funded recovery or housing programs
• Multi-year program leadership experience across delivery, reporting, and stakeholder coordination
• Experience managing cross-functional teams, partners, schedules, budgets, and quality controls
• Comfortable as a 1099 / project-based collaborator

Requirements

• HUD CDBG-DR implementation experience (nice to have)
• Alaska, rural, tribal-area, or remote-community delivery experience (nice to have)
• Familiarity with HUD MID or REAA service geographies (nice to have)
• Experience with homeowner rehabilitation or reconstruction programs (nice to have)
