Role Description

The Messaging Specialist - Intermediate provides technical expertise for the analysis, administration, and improvement of enterprise messaging services, including Microsoft 365 Exchange Online (GCC), mobile device management, and associated messaging systems. The position evaluates messaging requirements, recommends system enhancements and upgrades, develops approaches for system changes and migrations, resolves complex technical issues, and provides messaging expertise for enterprise projects.

• Evaluate enterprise messaging architecture and requirements and recommend enhancements, upgrades, and configuration changes.
• Analyze messaging performance, failures, and recurring technical issues and recommend solutions to improve system reliability and operational performance.
• Develop technical approaches for messaging system updates and migrations, including maintenance, conversion, processes, and procedures.
• Provide messaging technical expertise for OIT projects and environmental or application changes, assessing impacts and recommending appropriate technical approaches.
• Develop and improve messaging procedures and process flows to support effective and consistent operations.
• Administer enterprise messaging services, including Microsoft 365 Exchange Online (GCC), mailbox accounts, calendaring, message tracking, storage utilization, and associated services.
• Analyze and resolve messaging issues and determine appropriate resolution or escalation for Tier I and Tier II problems that cannot be resolved by other support personnel.
• Monitor enterprise messaging operations for failures affecting mail, calendaring, message tracking, and related services using administrative tools such as Exchange Admin Center.
• Administer and support mobile device management services, including accounts, registration, security, email, applications, documents, smartphones, and tablets.
• Support SMTP relay infrastructure and messaging integrations with enterprise systems and email-enabled devices.
• Develop and maintain technical documentation, procedures, process flows, user guidance, and training materials for messaging services and system changes.
• Provide technical support for messaging-related information requests, including FOIA, Inspector General, and litigation requests involving searches of the government's email records system.
• Prepare operational and technical status reporting covering completed work, outstanding activities, technical concerns, and recommendations for improving performance or preventing recurring issues.
• Other duties as assigned.

Qualifications

• Associate’s degree, MCSE in Exchange, or equivalent combination of education and experience.
• 2+ years of technical experience supporting or managing enterprise email systems.
• Ability to obtain Public Trust.
• Successfully pass background and drug screening.

Requirements

• Experience supporting mobile device management solutions, such as MaaS360 or similar platforms.
• Experience supporting email account administration, end-user messaging support, and issue resolution.
• Experience supporting Microsoft 365 Exchange Online (GCC) or other enterprise Microsoft messaging environments.
• Experience supporting mobile computing devices in a managed enterprise environment.
• Familiarity with ticketing systems, escalation procedures, and customer support processes.
• Experience supporting messaging migrations, platform updates, or mobile device initiatives.
• Familiarity with email archiving, records searches, or enterprise messaging compliance support.
• Relevant Microsoft, Exchange, mobile device management, or messaging certifications are preferred.
• Ability to obtain and maintain required government suitability or clearance.
