[Hiring] Labor Migration Consultant @Labor Mobility Partnerships

Role Description

LaMP is seeking a consultant that will contribute to our work in identifying and outlining solutions on labor migration in the long-term care sector. This includes:

• Desk research, stakeholder engagement, workshops, and writing outputs to chart a path to operationalising the CCF.
• Expanding the scope of the CCF developed under the B-Care Project by covering 10 OECD countries (5 of which are EU member states) identified in collaboration with LaMP’s team.
• Developing comparability methodology and competence-based assessment design through desk analysis and semi-constructed interviews with key (public and private) actors in the long-term care space.
• Outlining, producing, and copyediting different work products (including one-pagers, presentations, concept notes for fundraising opportunities, and project reports).
• Supporting liaising with the long-term care ecosystem (including employers’ associations, recruitment professionals, and relevant government agencies) in both sending and destination countries.

The successful candidate will have a deep knowledge of the long-term care sector, a proven ability to manage client relationships, a propensity to develop consensus-driven initiatives, and bring out-of-the-box thinking.

Qualifications

• Bachelor's degree in educational sciences, public policy, or related disciplines.
• Experience in educational measurements and/or comparability assessments.
• Strong experience developing relationships/partnerships with multi-sectoral audiences.
• Strong English communication and writing skills.

Requirements

• Deep knowledge of EU immigration policy, with a focus on labor mobility.
• Experience in governance design for non-regulated professions.
• Track record of engaging stakeholders across public and private sectors.
• Working knowledge of French, Italian, and/or Spanish.

• Short-term and part-time (up to 50%), desirably from December 2026 through May 2027.
