Role Description

The World Meteorological Organization (WMO) has been invited to contribute to the preparation and implementation of a GCF SAP project, led by UNIDO, aimed at supporting early warning systems in Mauritania.

• Develop costed action plans in coordination with teams in UNIDO and meteorological and hydrological services.
• Demonstrate the necessity of upgrading meteorological and climate services to combat modeled climate change impacts.
• Describe project activities to be financed by the GCF Grant, including:
  • Institutional strengthening – strategic planning, quality management, business planning, cost recovery, policy & legal frameworks.
  • Staff capacity development & training activities – targeting participants to upgrade operational service delivery.
  • Equipment & infrastructure – justification about technology choice, operation and maintenance costs, sustainability, exit strategy.

Deliverables at the end of the contract include:

• Draft sections and technical inputs into the submission-ready package (by end-Nov 2026).
• Responses to the GCF Secretariat Comment Response Matrix (around Dec 2026).
• Responses to the GCF ITAP Comment Response Matrix (around Jan 2027).

Qualifications

• Master’s degree in meteorology, hydrology, climatology, early warning or a related field.
• Experience in project proposal development with meteorological, hydrological, climatological and early warning services in West Africa.
• Experience with developing GCF proposals is an advantage.
• Project implementation experience in Mauritania is an asset.
• Excellent knowledge of French and English (both oral and written).
• Knowledge of other official languages of WMO, including Arabic, would be an advantage.

Requirements

• The consultant must be available as soon as possible to provide inputs at different stages of project preparation.

Benefits

• PAYBAND: C or D
• Duration: 37 days over a period of 8 months.
• Planned travels: 1 mission to Nouakchott.
• Possibility of renewal subject to availability of funds and satisfactory performance after an initial probationary period of one year, extendable up to a maximum of two years.
