Role Description

This position ensures that the Client process to execute MOUs, MOAs, vendor contracts and other agreements is well organized and efficient. They will work closely with Client business leads and partners to draft MOUs, MOAs, vendor contracts, and other agreements. The contracts writer will proactively coordinate with Client legal, privacy and security, finance, and procurement teams to ensure that all required information is provided, issues are addressed, and agreements satisfy the respective team's requirements.

• Develop and maintain an organized repository of all Client agreements and related documentation.
• Collaborate with business leads to ensure programs and services are in alignment with related agreements.

Qualifications

• Extensive experience drafting and executing MOUs, MOAs, vendor contracts, and other agreements - 7 Years
• Familiarity with legal, privacy and security, finance, and procurement processes, preferably in the health IT sector - 5 Years
• Extensive experience maintaining organized document repositories in SharePoint - 5 Years
• Familiarity with health IT programs and services, preferably related to interoperability and health information exchange - 5 Years
• Familiarity with the administration of Medicaid Advance Planning Documents and other federal funding processes - 3 Years

Requirements

• Absences greater than two weeks MUST be approved by CAI management in advance.
• Contact information must be provided to CAI so that the resource can be reached during his or her absence.
• The Client has the right to dismiss the resource if he or she does not return to work by the agreed upon date.
• Payment for all approved hours will be paid at the straight hourly rate regardless of the total hours worked by the engaged resource.
• It is the responsibility of the Vendor to adhere to any applicable compensation laws including payment for overtime hours.

Company Description

Client is a business unit within the Department of Information Technology's Data Division. The General Assembly, Session 2015-241, Sec. 12.5(a)-(g), established a state-managed Health Information Exchange Authority Client to oversee and administer the Health Information Exchange Network, HealthConnex.

• A Health Information Exchange is technology that allows a secure electronic exchange of health-related information between health care professionals.
• The Client is directed to develop health care partnerships as part of a statewide data integration and data-sharing initiative.
• By law, the unit is responsible for connecting certain health care organizations who receive state funds for the provision of health care services to HealthConnex.
• Establishing a clinical data warehouse to support business intelligence efforts at an enterprise level that will generate improved health care treatment and improved service delivery by Medicaid Managed Care, State agencies, health departments, and health care organizations.
