Role Description

Advanced Technology Leaders, Inc. is seeking qualified applicants to support the Small Business Administration (SBA) in the production implementation, support and operations of its custom solution that leverages the Amazon Web Services (AWS) cloud. This position will support the SBA in the operation and ongoing maintenance of their legacy system and modernize the cloud infrastructure and deploy a development, testing, and production of a disaster loan application system into AWS cloud infrastructure enabling the existing SBA technology staff to rapidly develop and expand the functionality of the disaster loan system.

Responsibilities & Duties:

• Research, design, develop, and test operating systems-level software, compilers, and network distribution software for various applications.
• Set operational specifications and formulate and analyze software requirements.
• May design embedded systems software.
• Apply principles and techniques of computer science, engineering, and mathematical analysis.

Qualifications

• Bachelor’s degree in computer science, engineering, or demonstrated expertise through relevant work experience, certifications, or specialized training in lieu of formal education.
• 5+ years of experience in managing software design, development, testing, and deployment in an enterprise environment.
• Strong ability to interact with customers, clients, and team members, effectively communicating technical concepts in both written and verbal formats to various levels of technical understanding.
• Deep understanding of the Software Development Life Cycle (SDLC), including Agile, DevOps, and CI/CD best practices.
• Experience in solution architecture and full-stack development, with a strong understanding of cloud computing, software scalability, and secure system design.
• Hands-on experience with cloud platforms such as AWS, Azure, or GCP.
• Proficiency in modern software development practices, including:
• CI/CD pipelines (such as GitHub Actions, GitLab CI/CD, Jenkins)
• Infrastructure as Code (IaC) (such as Terraform, CloudFormation, Ansible)
• Containerization & Orchestration (such as Docker, Kubernetes)
• Monitoring & Logging (Prometheus, Grafana, ELK Stack, CloudWatch)
• Familiarity with various cloud services and tooling, including but not limited to:
• Compute & Orchestration: EC2, Lambda, ECS, EKS
• Storage & Databases: S3, Aurora PostgreSQL, DynamoDB, RDS
• Analytics & Reporting: QuickSight, Athena, Redshift
• DevOps & Security: IAM, Secrets Manager, CloudWatch, AWS Config, GuardDuty
• Networking & Secure Data Transfer: VPN, VPC, API Gateway, SFTP
• Familiarity with various tech stacks and frameworks, including but not limited to:
• Backend: Python (Django, Flask), Node.js, JavaScript
• Frontend: Vue.js, React
• Databases: PostgreSQL, MySQL, NoSQL solutions (DynamoDB, MongoDB)
• Data analytics & reporting: Tableau, Power BI, SAS
• Security: SFTP, VPN, HTTPS, authentication & authorization mechanisms

Requirements

Clearance / Eligibility

Ability to obtain and maintain required government suitability or clearance, as required by contract. Security processing will consist of personal background inquiries. The Small Business Administration has the option to repeat the security processing on any contract employee at its sole discretion.

Work Environment

This is a fully remote position supporting the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP). The employee will perform assigned duties from an approved remote work location and must maintain a professional, secure, and distraction-free home office environment conducive to the performance of contractual duties.

• The employee is responsible for maintaining reliable high-speed internet connectivity, dependable electrical power, and a dedicated workspace capable of supporting daily operations, virtual meetings, collaboration, and other assigned responsibilities.
• The employee must remain available and responsive during established duty hours and actively monitor designated project communication and collaboration platforms, including Slack, email, and virtual meeting systems.
• Because the position supports a federal government program, the employee must maintain a workspace that protects government, company, and customer information from unauthorized access, disclosure, or observation.
• The employee must comply with all applicable company telework requirements, information security policies, SBA security requirements, privacy and data protection requirements, Clear Desk/Clear Screen requirements, VPN requirements, and other applicable contractual and government security controls.
• The employee must obtain supervisory approval before changing the approved remote work location and must immediately notify the supervisor of any circumstances, including internet, power, equipment, or environmental issues, that may affect the employee's ability to perform assigned duties or maintain required availability.
• The employee may be required to participate in occasional in-person meetings, training, or other activities when directed by the Company or required by the contract or government customer.

Physical Demands

This is a primarily sedentary, computer-based position performed in a remote work environment. The employee must be physically capable of performing the essential functions of the position, with or without reasonable accommodation.

• Computer and Office Work: Ability to sit and work at a computer workstation for extended periods; use a keyboard, mouse, telephone, headset, and other standard office equipment; and perform repetitive hand and wrist movements associated with computer-based work.
• Communication and Meetings: Ability to participate in extended virtual meetings, training sessions, and collaborative work activities using video conferencing, telephone, and other communication platforms.
• Mobility and Workspace Activities: Ability to occasionally stand, walk, reach, bend, and move within the approved remote workspace to perform routine work-related activities.
