Role Description

OHA/ODHS is seeking an experienced Senior Developer to support the ongoing development, maintenance, enhancement, and modernization of the eXPRS application, a web-based system supporting long-term care Medicaid services for individuals with intellectual and developmental disabilities (I/DD). The developer will work closely with business stakeholders, technical architects, product owners, technical leads, and Agile development teams to deliver application enhancements, defect fixes, performance improvements, refactoring, UI improvements, data/reporting updates, and operational support.

Key Responsibilities

• Develop, test, and deliver software updates and code changes for the eXPRS application.
• Identify and remediate application defects and bugs.
• Complete operational, enhancement, performance, maintenance, refactoring, UI, data, and reporting requests.
• Develop technical documentation for application enhancements and system changes.
• Analyze requirements and document solution options, dependencies, impacted systems, and capability gaps.
• Work with business product owners to understand functional requirements and delivery timelines.
• Collaborate with technical architects to develop and document technical designs.
• Participate in daily Scrum meetings, sprint planning, sprint reviews, and stakeholder discussions.
• Develop incremental functional prototypes and incorporate business/technical feedback.
• Provide estimates, timelines, sprint updates, and status reporting.
• Follow Azure DevOps (ADOS), Agile Scrum, development standards, naming conventions, and issue-tracking processes.
• Transition completed concepts and enhancements to existing team members for ongoing support.

Sprint & Deliverable Expectations

• Participate in daily and weekly Agile/Scrum meetings.
• Support 2-week development sprints.
• Provide regular sprint/status reports.
• Demonstrate working prototypes approximately every 1–2 weeks.
• Prepare technical specifications for deliverables, including:
  • Database changes
  • Interface program changes
  • Batch program changes
  • Application module changes
  • Use cases

Qualifications

• J2EE: 10+ years
• IBM DB2 UDB: 10+ years
• Java: 10+ years
• Eclipse: 10+ years
• State Government Experience: Within the last 5 years
• eXPRS Application Development: 1–3 years

Additional Development Experience

• Software development, debugging, scripting, source control, and change requests
• SQL Server and Oracle databases
• SQL, PL/SQL, or T-SQL
• Web architecture and HTML
• Software development methodologies and coding best practices
• Application maintenance and configuration
