Role Description

This position is located in the United States Department of Labor (Department or DOL), Employment and Training Administration (ETA), Office of Foreign Labor Certification (OFLC). OFLC provides national leadership and policy guidance to carry out the responsibilities of the Secretary of Labor under the Immigration and Nationality Act (INA).

• Provides leadership direction and management oversight to the program staff charged with administering the Office of Foreign Labor Certification (OFLC) programs.
• Interprets and applies provisions contained in the Immigration and Nationality Act (INA) in a fast-paced production environment.
• Manages and oversees sensitive and complex program issues, making recommendations for solutions.
• Elicits support from program officials, customers, and other concerned parties for effective program administration.
• Manages and develops program materials, standard operation materials, and strategic plans focused on program enhancement.
• Develops and applies new methods and techniques to solve problems where existing guidelines are largely inapplicable.
• Participates in drafting and managing complex studies of existing, new, and proposed legislation and regulations.
• Initiates nondiscriminatory practices in areas such as merit promotion, fair treatment of employees, and career development.

Qualifications

• Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.
• Specialized Experience includes:
  • Leading a complex organization managing multiple business lines in a production-based environment.
  • Developing effective strategies based on changes in policy direction or guidance.
  • Analyzing problems and identifying alternative solutions based on logical conclusions.

• Requires a probationary period if the requirement has not been met.
