Role Description
ICF is seeking an experienced Associate Contracts Manager (Supervisory) to be a people manager and perform contract management functions in the growing and dynamic Environment & Planning group with a broad client base in state, local, and commercial contracts, with occasional Federal contracts. The ideal candidate will have management experience, a great attitude, a keen eye for detail, be flexible, and willing to think “outside the box”. He/she must be comfortable with:

The candidate will have the opportunity to work with senior management in the department as well as company-wide leadership teams. Reston hybrid preferred, however this position is open to being 100% Remote in the 48 contiguous United States. Infrequent travel to other ICF offices or customer locations may be required.
Key Responsibilities

Independently handle multiple proposals negotiations, contract awards, and administration of the resultant contracts in a fast-paced environment.

Experience negotiating MSAs, NDAs, Teaming Agreements, Scopes of Work, and other contractual documents.

Establish effective working relationships with business partners and contract team members.

Independently develop business/price volumes to address requirements and mitigate risk consistent with sound business practices, company policies, and government regulations.

Proactively assess critical contract obligations and contract provisions, including gaps and risks.

Advise on contract revisions and conduct negotiations to better meet the needs of the Client and ICF.

Notify management and appropriate Program Management of potential non-compliance and other problems that could have an adverse impact on the company.

Lead the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, legal, tax, etc.

Manage and review work products in an ever-changing environment, supporting activities in diverse markets.

Maintain own portfolio of active projects.

Delegate workload among assigned team members to ensure effective and efficient support to proposal and program teams.

Lead business volume reviews to ensure team’s compliance with solicitation requirements and corporate policies.

Provide leadership and oversight of assigned team members to develop negotiation, cost/price proposal and contract administration skills.

Ensure proactive maintenance of contracts documentation consistent with established ICF practices.

Independently handle multiple priorities effectively.
Qualifications

5+ years of experience in contracts administration
-
0-1 year of leadership/supervisory experience
-
2+ years of experience with a mix of State and Local and/or Commercial contract arrangements
Preferred Skills/Experience

Bachelor’s Degree
-
Experience working with a wide range of clients (State and Local, Commercial, U.S. Government)

CFCM and/or CPCM
-
1+ leading and writing business/price volume proposals

Excellent oral and written communications

Strong attention to detail and the ability to multi-task in a dynamic environment

Extensive experience and skills with various computer programs required (e.g. Word, Excel, PowerPoint)

Pay Range
The pay range for this position based on full-time employment is: $89,261.00 - $151,744.00
