[Hiring] Terms of Reference: Request for Proposals for Job Grading, Role Clarity, and Salary Structure Review @CIVICUS

Role Description

CIVICUS is seeking consultants to conduct a review of job grading, role clarity, and salary structure. The assignment will involve:

• Reviewing the existing job grading framework and assessing the consistency of role levels, responsibilities, and accountabilities.
• Considering the clarity and consistency of job descriptions, including expected deliverables, and recommending a practical approach to strengthening them.
• Undertaking proportionate salary benchmarking against relevant international civil society, NGO, or comparable mission-driven organisations.
• Assessing internal equity, external competitiveness, affordability, and the practical implications of different remuneration approaches in a mobile, globally dispersed workforce.
• Presenting evidence-based findings and feasible options, with their advantages, risks, indicative cost implications, and implementation considerations.

Qualifications

• Demonstrated experience in job evaluation, remuneration design, and benchmarking for international NGOs or civil society organisations.
• Access to credible comparator data.
• Sound analytical skills.
• Ability to communicate clearly with diverse stakeholders.

Requirements

• Proposals should outline understanding of the assignment, suggested methodology, relevant experience, proposed team, workplan, deliverables, and itemised budget.
• Consultants are invited to propose a realistic workplan and indicate what can be delivered within the budget of US$15,000.
• Physical presence in a specific location is not required; the assignment will be conducted remotely with no travel.
