Role Description

We are seeking an experienced VP / SVP, Global Regulatory & Spectrum Affairs to lead Meridian's worldwide spectrum and regulatory strategy. This is a strategic leadership role requiring a combination of deep technical expertise, commercial judgement, international regulatory experience and strong negotiation skills.

The successful candidate will work closely with engineering, commercial and programme teams to ensure that spectrum and regulatory considerations are fully integrated into Meridian's constellation architecture, business strategy and international expansion.

Key Responsibilities

  • Own Meridian's global spectrum strategy, protecting and developing existing ITU filings and associated regulatory rights while identifying opportunities to strengthen its spectrum position.
  • Lead international frequency coordination and negotiations with satellite operators, filing administrations and regulatory authorities.
  • Manage the full lifecycle of ITU filings, including coordination, notification, bringing into use, deployment milestones and continuing regulatory obligations.
  • Oversee regulatory engineering activities, including interference analysis, spectrum sharing, EPFD assessments and technical studies supporting filings and coordination.
  • Ensure spectrum and regulatory requirements are incorporated into constellation architecture, system performance and future technology development.
  • Assess the strategic and commercial implications of ITU filing modifications, coordination outcomes and alternative regulatory pathways.
  • Develop and execute Meridian's global regulatory, licensing and market access strategy.
  • Lead Meridian's FCC regulatory strategy and engagement.
  • Represent Meridian in FCC rulemakings and proceedings affecting NGSO constellations.
  • Lead market access and landing rights strategies across priority jurisdictions.
  • Identify and resolve regulatory risks that could affect constellation deployment, operational performance or market access.
  • Represent Meridian in international regulatory forums, including ITU working groups and World Radiocommunication Conferences (WRC).
  • Build and maintain strong relationships with national administrations, regulators, international organisations and satellite operators.
  • Serve as Meridian's senior adviser on spectrum and regulatory matters.
  • Partner with commercial, engineering and programme leadership to evaluate regulatory implications.
  • Develop practical regulatory strategies for major commercial and sovereign constellation opportunities.
  • Build and lead Meridian's regulatory and spectrum function.

Qualifications

  • Extensive senior-level experience in satellite spectrum management, regulatory affairs or international telecommunications regulation, preferably 12–15+ years.
  • Deep expertise in ITU Radio Regulations, satellite filings, international frequency coordination and spectrum management.
  • Demonstrated experience personally leading complex spectrum coordination negotiations.
  • Strong technical understanding of satellite communications systems.
  • Proven experience securing and managing satellite regulatory approvals.
  • Substantial knowledge of FCC satellite licensing and NGSO regulations.
  • Ability to engage credibly with engineering teams, regulatory authorities, government stakeholders and senior executives.
  • Strong strategic thinking, commercial judgement, negotiation and communication skills.
  • Ability to work independently and deliver results in a fast-moving environment.

Requirements

  • Direct experience with LEO or other NGSO constellation development, licensing, deployment or operations.
  • Previous senior regulatory or spectrum role with a major satellite operator or constellation developer.
  • Experience managing ITU bringing-into-use requirements and international coordination agreements.
  • Experience across Ku, Ka and other satellite frequency bands.
  • Understanding of 5G NTN, satellite telecommunications integration and emerging spectrum regulatory frameworks.
  • Experience supporting sovereign, government or defence satellite communications programmes.
  • Established relationships with international regulators, national administrations and satellite industry stakeholders.
  • Technical, engineering or regulatory law background.

ITAR Requirements

Meridian Space is required by the U.S. Government to comply with various space technology export regulations including the International Traffic in Arms Regulations (ITAR). All applicants must be a U.S. citizen, lawful permanent resident (“green card holder”) as defined by ITAR (22 CFR §120.15).

Company Description

Meridian is building a fundamentally new model for sovereign space infrastructure—delivering complete, owned Low Earth Orbit (LEO) satellite constellations that provide governments and commercial operators with full control, assured access, and sovereign communications capability at a fraction of the cost of developing these systems independently.

Joining Meridian means working at the forefront of one of the world's most ambitious space programs underway today.
