Role Description

The Pennsylvania Department of Environmental Protection (DEP) is seeking an experienced Oracle APEX & Forms Developer to support the modernization of legacy Oracle Forms applications and their migration to Oracle APEX using Oracle Database 19c. The selected candidate will be responsible for:

• Analyzing existing Oracle Forms applications, including architecture, database structures, business logic, and integrations.
• Migrating and modernizing legacy Oracle Forms applications to Oracle APEX.
• Designing, developing, and maintaining Oracle APEX applications and user interfaces.
• Developing and optimizing PL/SQL stored procedures, functions, packages, and complex SQL queries.
• Working with Oracle Database 19c to support application development, enhancements, and maintenance.
• Performing data analysis, data extraction, and scripting to support reporting and business requirements.
• Implementing application security, user roles, and authorization mechanisms.
• Troubleshooting application issues and performing SQL debugging, testing, and performance tuning.
• Integrating web services and supporting system interfaces.
• Reviewing existing technical documentation and translating business requirements into technical solutions.
• Participating in all phases of the software development lifecycle, including requirements gathering, design, development, testing, deployment, and production support.
• Preparing technical, functional, and system documentation.
• Supporting production releases, deployments, and release management activities.
• Generating reports and providing regular status updates to management and technical stakeholders.
• Providing knowledge transfer and technical guidance to Commonwealth IT staff and other developers.
• Collaborating with technical leads and project teams to establish UI/UX standards and development best practices.

Qualifications

• Bachelor's degree in Computer Science, Information Technology, or a related field.
• 5–7 years of hands-on experience in Oracle PL/SQL development.
• 5–7 years of experience developing applications using Oracle APEX.
• Strong knowledge of Oracle RDBMS, preferably Oracle Database 19c.
• Experience developing and maintaining stored procedures, functions, packages, and complex SQL queries.
• Proficiency with Oracle SQL Developer and/or TOAD.
• Understanding of database design and data modeling principles.
• Experience integrating web services and working with application interfaces.
• Experience with SQL query optimization, debugging, performance tuning, and testing.
• Familiarity with Oracle and SQL Server database environments.
• Strong analytical, troubleshooting, and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to prepare clear technical documentation and collaborate with cross-functional teams.

Preferred Qualifications

• Experience modernizing or migrating legacy Oracle Forms applications to Oracle APEX.
• Familiarity with Oracle Database 19c features and capabilities.
• Exposure to XML, HTML, Java, PL/SQL APIs, web services, and SOA architecture.
• Experience working in Agile/Scrum development environments.
• Experience supporting regulatory, environmental, or other mission-critical applications.
• Previous experience working with the Commonwealth of Pennsylvania or environmental systems.
• Experience with technical documentation, release management, and knowledge transfer.

Requirements

• This is a remote position; candidates must reside within a 2-hour radius of Harrisburg, Pennsylvania.
• The standard workweek is 37.5 hours.
• Additional hours are not permitted without prior approval from the Chief Information Officer.
• Candidates must have an eligible visa status: H-1B, Green Card, or U.S. Citizenship.
