Role Description

The Client is seeking an experienced Applications Architect II to lead the architecture, design, and implementation of the UpSIDES modernization initiative. This strategic project will transition unemployment insurance operations from manual, paper-based processes to a secure, automated electronic data exchange platform aligned with NASWA SIDES (State Information Data Exchange System) standards.

The selected candidate will serve as the primary technical architect and leader, responsible for designing scalable application frameworks, secure integrations, automated workflows, and enterprise-grade data exchange services. This role requires strong expertise in application architecture, web services, integration design, security, and technical leadership.

Key Responsibilities

• Application Architecture & Design
  • Lead the design and implementation of the overall UpSIDES application architecture.
  • Develop scalable, secure, and high-performance application frameworks.
  • Design application logic supporting all required NASWA SIDES exchanges.
  • Establish architectural standards, best practices, and development guidelines.
  • Create detailed technical architecture documentation, blueprints, and design specifications.
• Integration & Data Exchange
  • Design and implement secure REST and SOAP web services.
  • Develop electronic data exchange mechanisms utilizing XML and JSON formats.
  • Architect integrations between internal TWC systems, Enterprise Data Warehouse platforms, and external partners.
  • Ensure compliance with NASWA SIDES technical specifications and federal/state requirements.
• Security & Compliance
  • Implement robust application security controls including:
    • Authentication and authorization
    • Encryption of data in transit
    • Secure API design
    • Compliance with state and federal security standards
  • Ensure protection of sensitive Unemployment Insurance data.
• Technical Leadership
  • Serve as the primary technical lead for the development team.
  • Provide guidance on architecture, coding standards, and design patterns.
  • Conduct code reviews and quality assurance activities.
  • Mentor developers and promote engineering best practices.
  • Coordinate with database architects, system administrators, and business stakeholders.
• Development & Support
  • Develop and maintain enterprise-level applications and services.
  • Create and troubleshoot Unix/Linux shell scripts.
  • Resolve complex application integration and performance issues.
  • Support testing, deployment, and operational readiness activities.
  • Perform additional duties as required to support agency operations.

Qualifications

• 7 years of hands-on experience developing enterprise applications using:
  • C#/.NET
  • Java Enterprise
  • Comparable enterprise application frameworks
• 7 years designing and implementing secure REST and SOAP web services.
• 7 years working with XML and JSON data exchanges between internal and external systems.
• 7 years developing, debugging, and maintaining Unix/Linux shell scripts.
• 7 years serving in technical leadership roles with responsibility for architecture, planning, and team coordination.
• 7 years applying software architecture principles, SOA, and security best practices.
• 7 years leading code reviews, mentoring developers, and collaborating with QA teams.
• 7 years of web application development, database management, troubleshooting, and system integration experience.
• Strong experience creating architectural artifacts including:

  • Sequence diagrams
