Role Description

ITA is seeking a Technical Program Manager to join our team. The Technical Program Manager leads the application of operations research, advanced analytics, modeling, and decision support methodologies to solve complex government mission challenges while managing the execution of technical programs and customer engagements. This position serves as a trusted advisor to Government leaders, translating operational requirements into data-driven solutions that improve mission effectiveness, resource allocation, and organizational performance.

• Manage technical programs from initiation through execution, ensuring successful delivery of scope, schedule, cost, quality, and customer objectives.
• Serve as the primary interface with Government customers, Contracting Officer Representatives (CORs), and senior stakeholders.
• Develop project plans, staffing strategies, risk management plans, and performance metrics.
• Lead multidisciplinary teams supporting analytical studies, software development, and decision support initiatives.
• Establish and communicate a coherent technical vision across managed programs.
• Guide technical decision-making across disciplines, ensuring technical coherence across the portfolio.

Qualifications

• Bachelor's degree in Operations Research, Industrial Engineering, Systems Engineering, Mathematics, Statistics, Computer Science, Data Science, Economics, or a related technical discipline; or equivalent professional experience may be considered in lieu of a degree.
• 10+ years of experience leading complex technical programs and multidisciplinary teams.
• Demonstrated ability to provide technical direction and leadership across multidisciplinary teams.
• Demonstrated experience applying quantitative analysis, modeling, optimization, and decision support methodologies.
• Proven ability to translate complex technical findings into clear, actionable recommendations.
• Demonstrated understanding of software development lifecycle (SDLC), cloud computing concepts, and data engineering principles.
• Active Secret security clearance.

Requirements

• Master's degree in Operations Research, Systems Engineering, Data Analytics, Business Analytics, or a related field (preferred).
• Proficiency with or working knowledge of analytical and data tools such as Python, R, SQL, Power BI, Tableau, or similar platforms.
• Applied experience with machine learning, predictive analytics, simulation modeling, or optimization techniques.
• Project Management Professional (PMP), Program Management Professional (PgMP), or DAWIA Program Management certification.
• Experience supporting US Navy programs.

• Pay range for this position is $160,000 - $185,000 annually.
