[Hiring] Senior Project Manager @Planned Systems International

Role Description

Planned Systems International (PSI) is seeking a Senior Project Manager to support the Department of Veterans Affairs (VA) Independent Enterprise Testing Support Services (IETSS) contract. This role will lead the Testing Logistics Services (TLS) project management function, overseeing a team of Project Managers supporting testing engagements across a diverse portfolio of VA initiatives.

We are seeking a strategic, hands-on leader who can drive consistent project delivery and optimize resources across the portfolio. This role aligns project management support with customer priorities, project complexity, delivery risk, and team capacity. The successful candidate will partner with program leadership and government stakeholders to improve portfolio performance, provide actionable insights, and develop a high-performing team of Project Managers.

Qualifications

• Bachelor's degree in Business, Information Systems, Technology, Management, or a related field; equivalent education and experience may be considered.
• Minimum 8 years of progressive project, program, or portfolio management experience, including 5+ years leading Project Managers, PMOs, or comparable delivery teams.
• Demonstrated success building, leading, and developing high-performing project management teams.
• Proven experience managing complex technology portfolios, including resource planning, capacity management, prioritization, and dependency coordination across multiple initiatives.
• Experience establishing project management standards, governance practices, performance measures, and reporting frameworks that improve delivery consistency and transparency.
• Strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills.
• Demonstrated ability to assess and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints.
• Working knowledge of predictive, Agile, and hybrid delivery methodologies.
• Exceptional verbal and written communication skills.
• Advanced proficiency with Microsoft 365 applications.
• Ability to work effectively in a hybrid environment with the potential for limited telework.
• U.S. Citizenship is required.
• Selected candidates must successfully complete a Government background investigation.
• Project Management Professional (PMP) certification.

Requirements

• Experience leading PMO, portfolio management, or project management functions within a federal government environment.
• Experience supporting Department of Veterans Affairs (VA), Electronic Health Record Modernization (EHRM), testing, IV&V, quality assurance, or large-scale technology modernization programs.
• Experience with project portfolio management, resource management, and reporting tools.
• Familiarity with federal IT governance, risk management, and delivery oversight practices.
