[Hiring] Senior Program Manager @Zillow

Role Description

As Senior Program Manager, Contingent Workforce, you will lead the strategy, operations, and continuous improvement of Zillow Group’s contingent workforce program. Reporting to the Senior Manager of ES&O Programs, you’ll lead a team responsible for business partnership, supplier management, systems, and program operations.

In this highly cross-functional role, you’ll partner with Strategic Sourcing, HR Compliance, Product & Technology, IT, Finance, Legal, and the Employee Service Center to strengthen centralized processes, governance, and service delivery. You’ll translate program strategy into actionable roadmaps, develop internal capabilities, and guide the program’s international expansion while supporting the needs of contingent workers, hiring managers, and the business.

• Lead the end-to-end strategy, operations, and continuous improvement of the contingent workforce program.
• Lead the evolution of the contingent workforce operating model.
• Lead and develop the contingent workforce program team.
• Develop and execute a roadmap for international expansion.
• Design and maintain a program framework for staffing, independent contractor, employer-of-record, and statement-of-work engagements.
• Establish program governance and controls across worker classification and engagement approvals.
• Oversee and improve hiring and onboarding workflows.
• Own the contingent workforce systems roadmap and business requirements.
• Establish scalable financial and supplier management processes.
• Lead program-side supplier lifecycle management.
• Define and monitor program performance measures.
• Deliver actionable workforce and spend insights to People partners and business leaders.
• Develop self-service guidance, training, and communications.
• Serve as the point of escalation for complex program issues.
• Lead cross-functional initiatives from discovery through implementation.
• Deliver a consistent, well-supported contingent worker and manager experience.

Qualifications

• 7+ years of experience designing, implementing, and leading contingent workforce programs in complex, cross-functional environments.
• Deep expertise in contingent workforce practices, worker classification assessments, engagement requirements, and program governance.
• Proven experience building or transforming contingent workforce programs.
• Experience leading and developing a team.
• A strong track record managing MSP, VMS, staffing supplier, and other service provider relationships.
• Experience partnering on VMS and HR system integrations.
• Strong analytical skills.
• Demonstrated ability to lead change and influence stakeholders.
• Highly collaborative, with experience working across shared services and matrixed organizations.
• Comfortable navigating ambiguity and providing structure in evolving environments.
• Excellent communication, project management, and stakeholder engagement skills.

Requirements

• Experience transitioning contingent workforce program responsibilities from an MSP to an in-house or hybrid operating model.
• Experience expanding contingent workforce programs internationally.
• Experience with Beeline, Workday, or comparable VMS and HR technology platforms.
• Experience improving contingent workforce invoicing, reconciliation, and spend reporting processes.
• Experience leading large-scale process or system transitions in technology-driven organizations.
• Certified Contingent Workforce Professional (CCWP) certification.
