[Hiring] Program Manager @Leidos

Role Description

The Leidos Health and Services Sector is seeking a Program Manager, contingent upon contract award.

• Candidate MUST be a US Citizen with the ability to obtain and maintain an ADP II Clearance.
• Preference is for candidate to be local to be onsite in Reston, VA.
• For a highly qualified candidate, could possibly support primarily remote work within the UNITED STATES and the ability to travel to Reston, VA on a frequent basis.
• For remote roles: During the interview, you will be required to keep your camera on, and your interviewer will be taking your picture for identification purposes if an offer letter is extended to you.

This position will be supporting the DMIX PMO and be responsible for:

• Product development for DHA health data technical solutions.
• Managing the product lifecycle.
• Gathering and prioritizing business and external customer needs.
• Translating needs into product requirements.
• Assisting the Government DES Project Manager and COR in working with the Government Contracting Officer (KO) and other Government management personnel and customer agency representatives.
• Managing operations and modernization concurrently.
• Coordinating multiple vendors and executing controlled transitions.
• Overall performance, staffing readiness, transition execution, subcontractor integration, Government dependencies, and delivery through EIDS SAFe and Government Azure DevOps.

IMPACT:

• Leads the team in developing and enhancing customer products, processes, standards, or operational plans in support of the projects within the DMIX environment.
• Has internal Leidos budget accountability and manages elements of the budget.

COMPLEXITY:

• Problems and issues faced are complex and require information gathering and analysis to understand the problem.
• Problems are difficult and complex and typically involve multiple small projects, interaction with a multi-vendor environment, and multiple stakeholder customers.

COMMUNICATION:

• Communicates with parties within Leidos and DHA Government contract officials, which may include Government Stakeholders for multiple.
• Requires ability to influence others outside of own area on policies, practices, and procedures.

LEADERSHIP & TALENT MANAGEMENT:

• Manages a large team of experienced professionals who exercise latitude and independence in their assignments.
• Ensures contract deliverables, compliance, and timelines are being met.
• Leads, directs, and reviews the work of the team who exercise latitude and independence in their assignments.
• Responsible for direct staff engagement and management.

KNOWLEDGE:

• Requires broad management and leadership knowledge to lead project or technical program teams.
• In-depth understanding of DHA Mission and alignment of peripheral systems directly supporting the DHA’s information technology and data exchange systems.
• Demonstrates experience managing all phases of Enterprise level software development projects (as a minimum: experience in managing Joint Legacy Viewer (JLV) (DOD or VA) or DES Solution) to include resources, subcontractors, and budget to cost.

Qualifications

• Bachelor’s degree in business, management, information technology, engineering, healthcare administration, or a related discipline; or equivalent experience.
• 10 years supporting IT programs or service delivery, including:
• 5 years managing IT projects, programs, or services with responsibility for staffing, schedule, cost, risk, and performance.
• DHA delivery experience is required.
• Within the total, 2 years coordinating delivery across multiple Agile teams using SAFe or a comparable Agile-at-scale framework.

Requirements

• Experience managing production IT services and system integration or modernization, whether on the same or separate efforts.
• Experience coordinating multiple technical teams and vendors and managing service-level commitments.
• Experience coordinating increment planning, cross-team dependencies, release activities, risks, and delivery outcomes.
• Experience using Azure DevOps or a comparable enterprise Agile work-management platform for backlog, dependency, and progress management.

Benefits

• Pay Range: $131,300.00 - $237,350.00.
• The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
• Additional factors considered in extending an offer include responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
