Role Description

We are seeking an experienced professional in Quality Assurance (QA) and software validation to support the evolution of S2ID 4.0 (Integrated Disaster Information System) in collaboration with the National Secretariat for Civil Protection and Defense (SEDEC/MIDR), within the framework of technical cooperation with UNOPS.

• Remote work, to be performed using personal computing equipment. For individuals residing in Brasília, DF.

The Senior ICT Analyst plays a pivotal role in strengthening the technological and operational capabilities of SEDEC, focusing on modernizing S2ID 4.0 and developing complementary solutions, such as mobile applications (offline-first).

• Acting as a strategic bridge between SEDEC’s requesting units and the contracted software development team.
• Responsible for refining and structuring the agency's technological requirements.
• Involves mapping complex processes, conducting in-depth requirements gathering and analysis, drafting user stories (UX/UI), defining business rules, and establishing rigorous acceptance criteria for the validation of deliverables.
• Focusing on the prioritization of critical operational modules (such as Recognition, Response, Prevention, and Contingency Plans).
• Managing the product backlog, ensuring the scope is clear, functional, and traceable.
• Ensuring that software development fully meets the needs of Brazil's civil protection and defense system.
• Creating a clear, objective link between what was requested, what was delivered, what was tested, and what can be accepted.

Qualifications

• Master's degree—preferably in Information Technology, Engineering, Business Administration, Project Management, Teaching, or a related field—with 2 years of relevant experience; OR Bachelor's degree in any of the aforementioned fields with 4 years of relevant experience.
• Specialization or extension course relevant to the position.
• Project Management certification, preferably PRINCE2 Foundation/Practitioner.

Requirements

• Experience in developing IT tools; analyzing requirements; planning and executing system tests (including functional, integration, and regression testing); defining and reviewing acceptance criteria; documenting test scenarios, results, and evidence; managing and tracking defects; collaborating with business units, requirements analysts, and development teams; and communicating clearly with both technical and non-technical audiences.
• Experience reviewing Project Management Methodology.
• Experience coordinating the implementation of technological and process improvements.
• Experience with government systems, user acceptance testing (UAT) with business users, environments involving system integration, and test automation practices or automated testing support.
