Role Description

We're looking for a Functional Lead with an unwavering passion for working on meaningful, easy-to-use applications. Most of the work we do is on large-scale, enterprise-wide systems (both commercial and government)—this project in particular will help ensure the uninterrupted, secure, and compliant operation of critical federal acquisition and assistance systems, including the Federal Procurement Data System (FPDS).

You'll be the functional lead on a multi-disciplinary, agile application development team tasked with operating and enhancing an enterprise government system. You'll be the team's go-to authority on how FPDS works and why, and you'll guide the functional and analysis work so the team consistently builds the right thing.

• Serve as the team's subject matter expert on FPDS, including its data elements, reporting requirements, and the business and policy rules behind them.
• Lead the review, assessment, and prioritization of incoming support tickets based on business impact, urgency, and severity.
• Analyze reported problems to identify root causes, patterns, and potential business impacts.
• Differentiating between defects, enhancement requests, user training needs, and configuration issues to aid in prioritization.
• Coordinate with technical teams to ensure issues are properly understood and prioritized, including reproduction steps and acceptance criteria.
• Communicate ticket status, findings, and expected resolution timelines to stakeholders and customers.
• Validate proposed solutions to ensure they address the reported business need before tickets are closed.
• Identify recurring issues and recommend process, product, or documentation improvements to reduce future support requests.
• Monitor support trends and metrics to provide insights into product quality, customer experience, and operational performance.
• Mentor and support other analysts and team members, and help spread FPDS functional knowledge across the team.
• Partner with the product manager and client stakeholders to shape the backlog and clarify priorities.

Qualifications

• A Bachelor's degree (or higher) or equivalent experience.
• [8+] years of related work experience.
• Hands-on experience with FPDS or closely related federal procurement systems (such as SAM.gov, USAspending, or eSRS).
• Understanding of the fundamentals of iterative development, incremental delivery, backlog management, and story definition.
• Ability to analyze information and draw conclusions by comparing and contrasting information and weighing different possible solutions.
• Use logic and reasoning to identify strengths and weaknesses of alternative solutions.
• Ability to engage with all levels of the organization by listening, interacting, and communicating options efficiently.
• Work effectively with others to accomplish objectives and goals; proven success in contributing to a team-oriented environment.
• Experience working with human-centered design principles and user research.
