ICF is seeking a skilled Sr. Growth Enablement Specialist to support our State & Local market growth across the Energy, Environment & Infrastructure (EEI) group, which includes four lines of business—Disaster Management; Utility Programs & Services; Climate, Energy & Transportation; and Environment & Planning.
This role focuses on helping governments strengthen resilience, improve community outcomes, and access historic levels of public-sector funding. The ideal candidate will have a strong background in marketing professional services, ideally within the public sector, and proven ability to position and clearly articulate value propositions.
Your work will accelerate ICF’s ability to win new State & Local contracts—advancing community resilience, emergency preparedness, climate adaptation, and infrastructure modernization efforts across the country.
What You Will Do

Collaborate with your manager and Business Development to execute on an enablement roadmap for State & Local Government initiatives.

Act as a central resource across four lines of business, collaborating with cross‑functional teams to develop state and local enablement messaging.

Create compelling sales enablement collateral, including internal training materials and external-facing brochures, case studies, and presentations.

Develop editable PPT graphics and slides that convey complex ideas and improve our sales content.

Solicit feedback and monitor and analyze collateral performance for continuous improvement.

Maintain a Sales Enablement Library, ensuring all materials are current and accessible.

Maintain situational awareness of state-level policy developments and industry trends.

Contribute to a learning culture that promotes collaboration, knowledge-sharing, and sales excellence.
What You Will Bring with You

4+ years of experience in marketing, sales and/or growth enablement, preferably within the state and local sector.

3+ years of experience interviewing technical subject-matter experts to develop persuasive sales collateral.

Experience developing or executing marketing or sales‑enablement strategies that support business development.

Demonstrated ability to craft, position, and clearly articulate value propositions for external audiences.

Proven project‑management skills, including managing multiple concurrent priorities and stakeholders.

Pay Range
The pay range for this position based on full-time employment is: $81,499.00 - $138,549.00.
