Role Description

This position is located in Atomic Safety and Licensing Board Panel. The supervisor is E. Roy Hawkens, Chief Administrative Judge. This position is subject to Public Financial Disclosure reporting requirements and security ownership restriction reporting requirements.

Responsibilities include:

• Serving as a member of the Atomic Safety and Licensing Board Panel, primarily as a technical member of three-member Licensing Boards in NRC adjudicatory proceedings.
• Prehearing activities:
  • Examining pleadings and filings.
  • Researching highly technical subject matter.
  • Preparing orders.
• Hearing activities:
  • Advising the Chairperson of the Licensing Board concerning testimony and evidence.
  • Questioning or examining witnesses and evaluating their testimony.
  • Assuring an accurate hearing record.
• Decision-related activities:
  • Studying the record.
  • Considering proposed findings of fact and conclusions of law.
  • Researching precedents.
  • Preparing written orders and decisions.
• Performing other assigned duties as requested by the Chief Administrative Judge, including advising on regulatory, administrative, and procedural matters relating to the NRC licensing process.

The Panel consists of legally trained administrative judges and scientifically/technically trained administrative judges. The ASLBP conducts hearings and makes decisions regarding licenses authorized by the Atomic Energy Act, including:

• Nuclear power plants.
• Enrichment facilities.
• Fabrication facilities.
• Fuel cycle related facilities (including spent fuel storage).
• Facilities licensed to possess nuclear materials.

This assignment will involve hearings related to:

• Licensing of new commercial nuclear power plants.
• Licensing advanced technology reactors.
• License renewal of existing nuclear power plants.
• Power uprates of existing power plants.

Qualifications

• Expertise in engineering and scientific fields, especially nuclear and radiological engineering, environmental sciences/engineering, geology/hydrology/civil engineering, nuclear materials, nuclear waste, and health physics.
• At least 15 years of work experience in a field related to the ASLBP's work.
• Preferred candidates should have a Ph.D./M.D. with at least 10 years of recent specialized experience beyond the Ph.D./M.D.
• Experience should demonstrate expert knowledge and experience in an engineering or scientific discipline applicable to the ASLBP's adjudicatory work.
• At least one year of experience comparable to the grade 15 level in the Federal government or equivalent in the private sector.
• Ability to work courteously with others in an adversarial or collegial setting.
• Experience and professional stature to perform the duties of ASLBP Administrative Judges.
