Role Description

The State intends to secure temporary IT personnel for job title(s) listed below:

• IT Staffing Resource Area: 2 - Data Analysts - Number of resources: 2
• IT Staffing Resource Area: 2 - Data Program Manager/Specialist - Number of resources: 2

The scope of the proposed services will include the following:

• Complete cost allocation, financial modeling, documentation, implementation support, and federal claiming support for all United States Department of Labor (USDOL) grants, all Vocational Rehabilitation (VR) grants, the SNAP Employment and Training (SNAP E&T) grant, TANF grant, and any other federal funds awarded to Louisiana Works.
• Resources should be available to work both onsite and remotely.

Qualifications

• Professional accounting judgment and interpretation of federal and state cost principles (2 CFR 200).
• Experience in developing cost allocation methodologies and financial documentation for federal claiming.
• Knowledge of federal participation, reimbursement, maintenance-of-effort, and program-specific requirements.

Requirements

• Comprehensive assessment of current administrative cost structure.
• Development of administrative cost allocation methodology.
• Preparation and submission support for Public Assistance Cost Allocation documentation.
• Federal claiming optimization and fiscal impact analysis.
