Role Description

The Regional Compliance Manager is responsible for ensuring compliance with state and federal regulations within the residential property management portfolio. This role involves coordinating with various teams, managing compliance training, conducting audits, and providing support to on-site managers.

Summary of Responsibilities

• Regional Site Compliance Management
  • Coordinate with the Director of Regulatory Compliance, Senior Project Manager, and Yardi Director to set up new properties in Yardi.
  • Communicate with managers during site visits to address compliance policies and procedures.
  • Ensure all company forms are updated and available to site teams.
  • Retrieve and update utility allowance information and disseminate to stakeholders.
  • Assist operations team in identifying opportunities to increase GPR through alternate utility allowances.
  • Prepare rent and income sheets for projects within the portfolio.
  • Prepare HOME rent approval forms annually as required.
  • Track and educate the operations team on special project requirements.
  • Proactively review projects for compliance issues.
  • Manage the lease-up process with the operations team and ensure timely compliance.
  • Review initial move-in files for compliance within two weeks of move-in.
  • Update AFHMP for each property within the region.
  • Monitor AFHMP efforts and maintain accurate records.
• Policy Enforcement and Training
  • Demonstrate understanding of company policies, local procedures, and applicable laws.
  • Identify opportunities for improvements in compliance.
  • Lead strategies to improve compliance with regulations.
  • Provide training on compliance matters to the residential property management team.
• Regional Audits
  • Create and implement best practice audit techniques.
  • Identify key risks and weaknesses for audit planning.
  • Conduct in-person and desk audits annually.
  • Participate in audits by state and federal agencies.
  • Prepare responses to audit findings.
  • Document findings and recommendations in audit reports.
  • Present audit findings to management.
• Report Management
  • Prepare annual owners certifications.
  • Complete reporting to state agencies, lenders, and owners as required.
  • Organize work by maintaining files of correspondence regarding Rent Roll issues.
  • Maintain an audit schedule and history results for projects.
• Service Excellence
  • Ensure regional on-site managers have the compliance support needed.
  • Assist in the pursuit and development of new LIHTC business as requested.

Qualifications

• Bachelor’s Degree or equivalent work experience.
• 5+ years of experience in property management with significant LIHTC, HOME, HCV Compliance knowledge.
• LIHTC designation and/or HUD designation preferred.
• 1+ years of experience in Yardi preferred.
• Excellent oral/written communication skills.
• Proven record of providing excellent internal and external customer service.
• HCCP Certification (Preferred).
• SCHM Certification (Preferred).
• COS/BOS/TOS certification (Preferred).

Requirements

• 5+ years of experience in property management.
• Significant knowledge of LIHTC, HOME, and HCV compliance.
