[Hiring] Technical Advisor III, Digital Health Solutions @Catholic Relief Services | CRS

Role Description

CRS is seeking candidates for an anticipated project funded by the Department of State. The overall objective of the project is to deliver cost-effective, high-quality integrated malaria, maternal and child health, health systems strengthening, infectious disease preparedness and response programming, with a clear and time-bound plan to sustainably transition program activities to national and sub-national government and stakeholders.

You will contribute to strategy development in Digital Health Solutions for the anticipated Continuity of Integrated Health Services (CIHS) project, a multi-country initiative supporting Guinea, Liberia, Mali, and Togo, on activities with significant digital health and data systems components. You will provide technical advice and leadership in the design, deployment, and scale-up, and sustainability of digital health solutions and the overall digital health architecture while building the capacity of CIHS country teams as well as host governments in the management of large-scale digital health systems.

Your advice and experience will be critical to ensuring successful implementation and long-term sustainability of these investments. The incumbent is a trusted advisor that works at both strategic and tactical levels knowing, in detail, the necessary activities that need to take place to deliver successful technology solutions for impact in alignment with CRS’s broader health and systems strengthening objectives.

Roles and Key Responsibilities

• Contribute to the design, advocate for, and ensure implementation of CIHS strategies, standards, tools, and best practices in Digital Health Solutions.
• Support CIHS country teams and government counterparts in the analysis of business processes, documentation and analysis of functional and non-functional requirements.
• Provide technical solutions and leadership to strengthen the design, implementation, scale-up, interoperability, governance, and sustainability of digital health and health information systems.
• Contribute to HQ, regional, and country program staff efforts to pre-position CRS for strategic growth opportunities in Digital Health Solutions.
• Oversee and lead the delivery of capacity strengthening initiatives in the startup, implementation, and scale-up of digital health initiatives.
• Oversee and lead aspect(s) of the agency knowledge management and learning agenda in digital health systems and solutions.
• Represent CRS in targeted regional or global forums to develop opportunities and ensure collaboration and shared learning in digital health forums.

Qualifications

• Bachelor’s Degree in international development, International Relations or a relevant technical area.
• Minimum of ten years of work experience in digital health systems and solutions with progressive responsibilities.
• Ideally with an international NGO, with three years overseas in multiple regions as a technical advisor and/or program manager of a Digital Health Systems project.
• Master's Degree is a plus.
• Technical and/or academic publication(s) is a plus.
• Proven experience in capacity strengthening and transfer, particularly with government institutions.

Requirements

• Experience in the development and production of curricula, tools, and other products to support digital health systems interventions and programming.
• Experience with program monitoring and evaluation including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
• Strong understanding and application of technical principles and concepts in technical project management, product/systems development and implementation of large scale digital health interventions.
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications.
• Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision.
• Very strong strategic, analytical, problem-solving and systems thinking skills.
• Very strong written and oral communication skills.
• Very strong presentation, facilitation, training, mentoring, and coaching skills.
• Proactive, resourceful and results-oriented.
