[Hiring] Senior Expert I - Corporate Risk and Benchmarking @AGORA

Role Description

The UNICEF Evaluation Office (EO) is commissioning a global evaluation of UNICEF’s risk governance frameworks and practices in humanitarian action. The evaluation aims to:

• Trace decision-making processes during past emergency responses.
• Measure repercussions on service delivery to children, especially in hard-to-reach areas.
• Provide recommendations for managing, preventing, and sharing risks more effectively in the future.

The EO is seeking a Corporate Risk Benchmarking Expert for this evaluation.

Scope of Work:

• Leads risk benchmarking with other Organizations (both within and outside of the UN System).
• Lead the D1/D2 analysis.
• Lead at least 2 pilot cases.
• Contribute to the refinement of the revised ToC and normative framework developed during Phase.

Qualifications

• Masters in Economics, organizational management, audit.
• At least 10 years of experience in enterprise risk management, internal control or audit, with at least five years in a UN agency, an IFI, or a large humanitarian organization.
• Detailed working knowledge of ISO 31000, COSO ERM, the Three Lines Model, and risk appetite frameworks.
• Experience analyzing risk registers, control frameworks and assurance data.
• Direct experience with HACT or similar partner assurance systems.
• Experience comparing risk frameworks across agencies.
• Demonstrated experience of contributing to humanitarian evaluations in the past.
• English; knowledge of other languages an asset.
• Knowledge of the UN system and the global humanitarian system as a whole.
• Excellent analytical, communication and writing skills (English required; other UN languages considered an asset).
• Experience facilitating workshops with senior managers.

Requirements

• Prior benchmarking work within the UN system.
• Demonstrated work experience in fragile settings/humanitarian contexts.
