[Hiring] Procurement Service Designer & Automation Lead @State of Colorado

Role Description

As our new Procurement Service Designer & Automation Lead, you will:

• Map and measure the service.
• Build and maintain service blueprints from the agency's and the buyer's point of view, tracking where time is lost, where information degrades, and where handoffs fail.
• Run a requirements audit with legal, the Department of Personnel and Administration (DPA), and the team to separate what is required by statute or rule from preference and tradition, retiring steps that add no protection.
• Design the service by redesigning intake, status communication, scoping guidance, and escalation and rush triage using plain language, clear role definitions, and lightweight standards.
• Build internal tools using AI-assisted development and low-code tools to automate repetitive work, such as request classification and routing, queue alerts, status notifications, drafting from templates, and searching across agreements and vehicles.
• Ship small and learn by releasing working tools in days or weeks, gathering feedback, and iterating while retiring what doesn't help.
• Make tools safe to rely on by applying sound practices for security, data handling, accessibility, and reviewing AI output, working with OIT engineering on tools that need to scale or integrate with enterprise systems.
• Bring people with you by training and coaching colleagues on new tools and ways of working, documenting what you build, and ensuring no tool depends on you alone.
• Shape the roadmap by helping define the team's improvement backlog and success measures, showing evidence for what works.

Qualifications

• A minimum of five (5) years of experience in IT procurement, asset management, software licensing, technology sourcing, or vendor management.
• Demonstrated service design, process improvement, or operations design experience, with examples of processes simplified.
• Hands-on experience automating work with scripts, low-code tools, or AI-assisted development, and a portfolio of built tools that people actually use.
• Skill in user research methods such as interviews, observation, journey mapping, and usability testing.
• Ability to turn messy, manual, multi-system processes into clear flows and working solutions.
• Clear writing and facilitation skills, with the ability to win over colleagues accustomed to traditional methods.
• Good judgment about data security, privacy, and responsible AI use.

• Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
• If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
