[Hiring] International EMIS Development Specialist @AGORA

Role Description

UNICEF is seeking an International EMIS and ToR Development Specialist to lead the technical preparation of a comprehensive, procurement-ready Terms of Reference (ToR) for Kosovo’s new Education Management Information System (EMIS), working closely with a National EMIS Specialist.

• Review existing EMIS documentation.
• Benchmark international good practices and emerging technologies, including responsible use of AI.
• Support stakeholder consultations.
• Translate identified needs into functional, technical, data, interoperability, security, and implementation requirements, including student-centred functionalities such as early warning, child protection, and student well-being.
• Lead the development of the requirements architecture, prioritisation and traceability matrix.
• Prepare the final stakeholder-validated, procurement-ready ToR package.

The assignment covers requirements definition and ToR development only and does not include software development, vendor selection, or implementation.

Qualifications

• Education in Education, Information Systems / Information Technology, Data Science / Statistics, Computer Science, Public Policy / Public Administration (with strong ICT or data systems focus).
• Minimum of 10 years of relevant professional experience in:
• Relevant experience and demonstrated leadership in at least two comparable national EMIS modernization, replacement, or design assignments.
• Leading complex education information system transformation processes.
• Education sector data systems design, implementation, or evaluation.
• Digital transformation in the public sector or education systems.
• Proven experience in:
• System architecture design and business process analysis.
• Data governance, data quality, and interoperability frameworks.
• Development of functional requirements for information systems.
• Experience working with governments, international organizations, or large donor-funded education reform projects.
• Prior experience in transition economies or similar contexts is an asset.
• Fluency in English (written and spoken) is required.

• Strong understanding of EMIS architecture and education data systems.
• Experience with interoperability between government databases and platforms.
• Knowledge of data protection, privacy, and education sector data standards.
• Ability to translate technical analysis into policy and implementation roadmaps.
• Experience facilitating multi-stakeholder consultations and validation workshops.
