[Hiring] Contract Administration Manager I @Texas Health & Human Services Commission

Role Description

Procurement & Contracting Services is looking for a Contract Administration Manager I. This is a part-time position. Under the direction of the Health and Human Services Commission Procurement and Contracting Services Director of Special Programs, performs highly advanced consultative work:

• Developing grants solicitations and complex solicitations.
• Developing, revising, and promoting compliant policies, procedures, forms, and reports.
• Overseeing the preparation and implementation of various grant-related and procurement-related documents and systems.
• Interpreting laws and regulations.
• Working with client programs and other agency stakeholders to develop and implement efficient and effective grant practices and procurement practices throughout the HHS system.
• Initiating and coordinating the approval process to finalize such practices.
• Working under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Qualifications

• Certified Texas Contract Developer (CTCD) required.
• Certified Texas Contract Manager (CTCM) certification must be obtained within six months of hire.
• Dual CTCD/CTCM certification preferred.
• Project Management Professional certification preferred.

Requirements

• 3 years’ experience with procurement practices, statutes, rules, and regulations.
• Federal and state procurement and management and grants procurement and management strongly preferred.
