Role Description

The Vice President of Clinical Informatics and Provider Transformation serves as Health Choice Network’s senior enterprise provider champion and clinical technology strategist. This leader connects clinical practice, provider experience, operations, technology, analytics, and organizational strategy to ensure that digital solutions improve care delivery across HCN and its member health centers. The role establishes the vision, governance, standards, and adoption strategy for clinical technology; advances Epic optimization and responsible artificial intelligence readiness; and translates frontline provider needs into scalable enterprise solutions.

Working in close partnership with executive leaders, clinical leaders, operational teams, member health centers, and technology teams, this position is accountable for measurable improvements in:

Essential Leadership Responsibilities:

• Enterprise Clinical Informatics and Digital Strategy:
  • Formulate and execute an enterprise clinical informatics and provider transformation roadmap aligned with HCN’s strategic priorities, member needs, value-based care objectives, and digital strategy.
  • Serve as the senior clinical voice in technology planning, translating provider and patient care needs into prioritized, scalable, and financially responsible solutions.
  • Guide the evaluation, sequencing, investment, and benefit realization of clinical technologies, including EHR capabilities, virtual care, mobility, automation, analytics, ambient and generative AI, and patient engagement tools.
  • Advise executive leadership on emerging clinical technologies, adoption risks, regulatory considerations, operational readiness, and the expected clinical and financial value of proposed investments.
• Provider Champion and Member Health Center Partnership:
  • Represent the provider perspective in enterprise decisions and create reliable channels for clinicians to influence technology, workflow, and clinical transformation priorities.
  • Build trusted partnerships with medical, nursing, pharmacy, quality, operational, and executive leaders across HCN and participating health centers.
  • Establish a provider champion network and structured engagement model to identify workflow barriers, validate solutions, accelerate adoption, and share leading practices across the network.
  • Conduct executive and frontline rounding to understand the point-of-care experience, translate feedback into action, and close the loop with stakeholders.
• Clinical Governance and Portfolio Leadership:
  • Establish and lead a multidisciplinary Clinical Informatics and Technology Governance Committee that aligns leaders on the digital roadmap, EHR priorities, AI readiness, standards, funding, and performance.
  • Define transparent intake, prioritization, escalation, decision-rights, and change-control processes for clinical technology requests and optimization work.
  • Develop the clinical technology capital and operating plan in partnership with Finance, Information Technology, Applications, Clinical Operations, Quality, Compliance, Privacy, and Security.
  • Ensure initiatives have clear executive sponsors, accountable owners, measurable outcomes, adoption plans, and post-implementation value reviews.
• Epic Optimization and Clinical Workflow Transformation:
  • Provide executive leadership for Epic clinical optimization and standardization, balancing enterprise consistency with the operating realities of diverse community health centers.
  • Lead redesign of high-impact workflows such as documentation, orders, medication administration, discharge and follow-up, referrals, care coordination, population health, and revenue-supporting clinical documentation.
  • Use Epic Signal and other available utilization data to identify friction, variation, training needs, inefficient clicks, and opportunities to improve provider experience and patient throughput.
  • Promote safe and effective use of clinical decision support, templates, SmartTools, automation, and integrated workflows while reducing unnecessary burden and alert fatigue.
• Technology Adoption Learning and Change Leadership:
  • Build an enterprise adoption strategy that moves beyond implementation to sustained, measurable use of technology and redesigned workflows.
  • Oversee role-based clinical learning, e-learning, onboarding readiness, optimization education, tip sheets, office hours, rounding, and at-the-elbow support in partnership with operational and learning teams.
  • Apply structured change-management practices to assess readiness, engage stakeholders, develop champions, address resistance, and reinforce expected behaviors.
  • Create feedback mechanisms that identify adoption barriers early and enable rapid-cycle improvements following go-live or workflow changes.
• Analytics Quality and Performance Improvement:
  • Define performance measures and dashboards that connect technology use to clinical quality, provider productivity, patient access, patient experience, financial performance, and operational efficiency.
  • Partner with analytics teams to develop actionable Tableau, Epic, and enterprise reporting that supports leaders and clinicians in identifying variation and improving outcomes.
  • Use data to drive measurable improvement in areas such as medication safety, care gap closure, documentation quality, coding and revenue capture, patient flow, and follow-up reliability.
  • Present clear performance updates, risks, decisions, and recommendations to executive leadership and governance bodies.
• Artificial Intelligence Innovation and Responsible Use:
  • Shape HCN’s clinical AI strategy and readiness roadmap in coordination with enterprise technology, data, security, privacy, legal, compliance, and clinical leaders.
  • Establish clinical use-case evaluation standards addressing patient safety, equity, human oversight, workflow integration, data quality, privacy, cybersecurity, regulatory requirements, and measurable value.
  • Lead disciplined pilots and scale successful solutions based on evidence, adoption, safety, sustainability, and return on investment.
  • Monitor emerging practices in clinical informatics, AI-enabled care, virtual delivery models, and digital health relevant to community health centers.
• Team Leadership and Talent Development:
  • Build, lead, and develop a high-performing clinical informatics and adoption function with clear roles, priorities, service expectations, and performance measures.
  • Mentor clinical informaticists, analysts, educators, provider champions, and emerging leaders; establish development pathways and succession readiness.
  • Create partnerships with academic programs and professional organizations to strengthen the clinical informatics talent pipeline and support internship, practicum, or mentorship opportunities.
  • Model HCN leadership expectations and foster a culture of service, accountability, collaboration, innovation, continuous improvement, and respect.

Qualifications

• Graduate degree in medicine, nursing, pharmacy, health informatics, healthcare administration, public health, business, or a related field; an equivalent combination of advanced education and relevant executive experience may be considered.
• Current or previous clinical licensure or substantial experience partnering directly with physicians, advanced practice providers, and interdisciplinary clinical teams.
• Ten or more years of progressive leadership experience in clinical informatics, healthcare technology, clinical operations, digital transformation, or a related field, including experience leading enterprise-scale change.
• Demonstrated success with EHR optimization, clinical workflow redesign, provider engagement, governance, technology adoption, analytics, and measurable performance improvement.
• Experience building alignment across clinical, operational, technical, and executive stakeholders in a complex or distributed healthcare environment.
• Strong executive communication, facilitation, strategic planning, financial acumen, change leadership, and decision-making capabilities.

Requirements

• Doctoral degree or advanced clinical degree such as MD, DO, DNP, PharmD, or PhD.
• Board certification or formal training in clinical informatics, or credentials in informatics, project management, change management, quality, analytics, or healthcare leadership.
• Epic experience, including optimization, governance, adoption measurement, or use of Epic Signal and related analytics.
• Experience supporting Federally Qualified Health Centers, community health centers, ambulatory care, value-based care, population health, or multi-entity healthcare networks.
• Experience evaluating or deploying responsible clinical AI, automation, virtual care, patient engagement, or mobile clinical technologies.

Work Environment and Physical Requirements

This position operates in a professional office and remote-work environment and routinely uses standard technology and virtual collaboration tools. The role requires the ability to communicate effectively, participate in extended meetings, travel to HCN or member health center locations as needed, and perform the essential functions of the position with or without reasonable accommodation.
