[Hiring] International Consultancy, Supply Chain Cost-to-Serve Framework @UNFPA

3d ago - UNFPA is hiring a remote International Consultancy, Supply Chain Cost-to-Serve Framework. πŸ’Έ Salary: unspecified πŸ“Location: Denmark

Role Description

UNFPA is the United Nations sexual and reproductive health agency. It procures and delivers reproductive health commodities, contraceptives and emergency medical kits through a global supply chain serving country programmes and partners. The Supply Chain Management Unit (SCMU) is strengthening this network through a data-driven operating model that improves visibility, accountability, efficiency and decision-making.

SCMU requires a consistent measure of the end-to-end resources used to deliver a product or service to a defined destination and service level. Costs are currently recorded across multiple financial, procurement, logistics and country-level sources. A standardized Cost-to-Serve (CTS) Key Performance Indicator (KPI) is therefore required to consolidate these costs, explain their drivers and support operational decisions.

  • The CTS combines direct transactional costs and enabling costs.
  • This assignment will translate and operationalize existing SCMU cost pools, activity definitions and allocation logic for CTS purposes.
  • The CTS outputs will provide a shared analytical foundation for operational optimization, annual planning and SCMU Pillar 4’s fee review and 2027 pricing work.

The consultant will report to the Supply Chain Orchestration and Analytics (SCOA) Team Lead under the overall guidance of the Chief, SCMU.

Qualifications

  • Advanced university degree in finance, economics, business administration, supply chain management, data analytics, information systems, monitoring and evaluation, or a related field.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Minimum of 7 years of progressive professional experience in supply chain analytics, logistics finance, or management consulting.
  • Proven experience mapping and analyzing development or humanitarian supply chains in emerging markets.
  • Demonstrated experience handling large, fragmented datasets and building financial/logistical models.
  • Prior experience working with UN agencies, international NGOs, or public health supply chains is highly desirable.
  • Familiarity with major ERP systems (e.g., Oracle Cloud/Quantum, SAP) and business intelligence tools (e.g., Power BI, Tableau).
  • Fluency in written and spoken English is required.

Requirements

  • Conduct stakeholder consultations across procurement, logistics, finance, SCOA, other SCMU pillars, regional offices and selected country offices.
  • Map end-to-end supply-chain activities and cost elements.
  • Develop a shared cost taxonomy and data-source registry.
  • Allocate staff effort, overhead, IT and other indirect costs using existing ABC model.
  • Build a transparent, fully editable prototype calculation model.
  • Establish the process for routine updates of direct costs and annual recalibration of indirect-cost allocation rates.
  • Validate the methodology, model and baseline results with SCMU leadership.

Benefits

  • Work in a diverse and inclusive environment that reflects the values of gender equality and integrity.
  • Opportunity to contribute to high-impact sustained results in reproductive health.
  • Flexible working arrangements, including home-based work and virtual consultations.

Company Description

UNFPA is the lead United Nations agency for delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The UNFPA Strategic Plan for 2026-2029 articulates the organization’s response to a complex global environment, providing a roadmap for resilience and renewal.

  • Focus on four interconnected outcomes: ending unmet need for family planning, ending preventable maternal deaths, ending gender-based violence and harmful practices, and adapting to demographic change.
  • UNFPA promotes equal opportunities in terms of appointment, training, compensation and selection for all regardless of personal characteristics and dimensions of diversity.
