Role Description

The Senior Project Controls Specialist is an experienced project controls professional with expertise on scheduling who owns Primavera P6 schedule development end to end across QGS federal programs, including baseline development, logic integrity, and forecast accuracy. The role drives early identification of schedule and cost risk in alignment with QGS enterprise PMO standards and the Acquire–Comply–Execute delivery model.

• Develop, maintain, and analyze detailed integrated master schedules using Primavera P6.
• Conduct schedule health assessments using DCMA 14-Point Assessment metrics.
• Enforce standardized scheduling practices, templates, and governance requirements.
• Assist in assembling baseline change request (BCR) packages.
• Understand and communicate the cost and earned value implications of schedule changes.
• Support stage-gate reviews and Authorization to Proceed (ATP) processes.
• Collaborate with Finance and program leadership to align P6 schedule forecasts.
• Support federal contract requirements by maintaining audit-ready schedules and documentation.
• Contribute to broader project controls deliverables beyond scheduling.
• Provide mentorship and technical guidance to junior project controls professionals.
• Maintain schedule flexibility to meet business demands.

Qualifications

• Bachelor’s degree in Construction Management, Engineering, Business Administration, or related field; equivalent experience may be considered.
• Minimum 5-7 years of progressive scheduling and project controls experience in complex infrastructure, construction, EPC, or federal contracting environments.
• Advanced, hands-on proficiency in Primavera P6.
• Meaningful cost and EVMS experience, with a clear understanding of how resource-loaded schedule changes affect time-phased budgets.
• Strong analytical skills, with demonstrated experience in trend analysis and reporting.
• Working knowledge of DCMA 14-Point Schedule Health Assessment metrics.

Requirements

• DoD/DoW and/or DOE program experience strongly preferred.
• Experience developing Integrated Master Schedules (IMS).
• Experience supporting EVMS surveillance reviews.
• Experience working within a PMO or enterprise project controls environment.
• Hands-on Deltek Cobra proficiency; Deltek Costpoint familiarity is a plus.
