Role Description

We are seeking an experienced Project Manager to lead a high-impact contract supporting the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)). This role provides overall management and oversight of contractor personnel supporting the Project Management Resource Tool (PMRT) program, which enables program offices to manage financial and programmatic data, automate processes, and provide data visualization for senior-level decision-making.

The ideal candidate is a certified project management professional with a proven track record managing Department of Defense (DoD) or Department of the Army (DA) financial and acquisition programs. This position serves as the single accountable manager for task order performance and acts as the primary interface with government leadership, including the Contracting Officer's Representative (COR) and the Technical Point of Contact (TPOC).

This is a non-personal services contract position. The Project Manager reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from government stakeholders.

Key Responsibilities

• Serve as the single accountable manager for all task order performance.
• Ensure disciplined execution of approved plans, schedules, and governance processes.
• Act as the primary interface with government stakeholders, including the GSA AAS COR, ASA(ALT) TPOC, and other program authorities.
• Direct and coordinate cross-functional contractor teams operating across multiple locations.
• Provide regular status briefings to Government leadership on cost, schedule, performance, and risk.
• Manage and oversee all activities performed by contractor personnel and subcontractors.
• Ensure compliance with all Performance Work Statement requirements and deliverables.
• Develop and implement Transition-In and Transition-Out plans.
• Coordinate the Project Kick-Off Meeting and bi-weekly Technical Status Meetings.
• Prepare Monthly Status Reports including risk registers and performance metrics.
• Maintain visibility into accumulated and projected costs, invoiced amounts, and labor utilization.
• Administer quality management in accordance with the approved Quality Control Plan.
• Manage risk registers and implement corrective actions as required.
• Ensure all deliverables meet Section 508 compliance requirements.
• Oversee personnel leave/absence planning and replacement procedures.
• Deliverables include Monthly Status Reports, Project Kick-Off Meeting coordination and minutes, Transition-In and Transition-Out Plans, Technical Status Meeting minutes, a Quality Control Plan, and a Personnel Leave/Absent Plan.

Qualifications

• Must be a U.S. citizen with a current active Secret security clearance.
• Possess a current project or program management certification such as PMP or PgMP.
• Minimum of five years of recent experience managing programs or supporting DoD financial systems of comparable size, scope, and complexity within the last seven years.
• Comprehensive knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
• Hands-on experience with GFEBS and other defense business and accounting systems.
• Must maintain CMMC Level 1 status.
• Demonstrates exceptional leadership abilities with a track record of leading cross-functional teams.
• Strong judgment and the ability to make independent decisions to accomplish goals.

Work Conditions

• Core hours are 0900 to 1600 Eastern Time, Monday through Friday.
• This position may be performed from anywhere CONUS, provided the candidate is readily available during core hours for on-demand support, status reporting, and issue resolution.
• The Project Manager is designated as a "Key Person," and any proposed substitution requires written concurrence from the Contracting Officer with substitute qualifications equal to or greater than the original Key Person.
