PURPOSE OF CONSULTANCY

Background

The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care (PH), support the transformation of national health systems to improve equity and resilience, strengthen primary health care, and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated services delivery, strengthening of health systems governance and stewardship; development of efficient and equitable financial mechanisms to ensure adequate public funding of the health system; Human Resources for Health (HR); Life Course (HL); the Virtual Campus for Public Health (VCPH), and Women's, Maternal, Neonatal and Reproductive Health.

DESCRIPTION OF DUTIES:

Unit Background

The Virtual Campus for Public Health (VCPH) of the Pan American Health Organization/World Health Organization (PAHO/WHO) is the organization's leading platform for public health learning and capacity development across the Americas. The VCPH supports member states in strengthening their health workforces by providing competency-based training, facilitating learning communities, and coordinating a network of country nodes and collaborating centers. The VCPH promotes equitable access to high-quality learning opportunities and aligns regional capacity-building efforts with global initiatives, including the WHO Academy. The VCPH operates under the governance of the Regional Coordination Group for the Governance of the VCPH (RCG/VCPH), which provides political and strategic guidance to establish priorities for its academic offerings.

Consultancy objectives:

To coordinate and effectively manage the implementation of specific projects and the development of courses within the VCPH. The consultant will provide decision making support through comprehensive data analysis, and the administration of agreements, flexible funds, voluntary contributions, and the VCPH fund, to optimize resource allocation and ensure adherence to established timelines, quality standards, and internal regulations in pursuit of strategic objectives. Additionally, the role seeks to foster a collaborative environment that strengthens communication across teams and supports the delivery of high impact results, contributing to the overall success of the Virtual Campus.

Responsibilities

Under the direct supervision of the Virtual Campus for Public Health Chief, and under the general supervision of the HSS' Program Management and Partnerships Specialist, the consultant is expected to:

1. Strategic Planning and Program Management

  • 1.1. Participate in institutional efforts for the strategic and operational planning of the VCPH as part of the HSS department, contributing to the development of the 2026-2031 Strategic Plan, the Biennial Work Plan (BWP), and Semester Work Plans.

  • 1.2. Work in close coordination and interaction with the VCPH team, the Planning, Budget and Evaluation (PBE) team, and the External Relations, Partnerships and Resource Mobilization (ERP) team to ensure departmental alignment.

  • 1.3. Coordinate the implementation of the BWP, Project Tracking System (PTS), and Products/Services (P/S), ensuring that project coordinators provide the information required to assess and report on expected results and achieve milestones.

  • 1.4. Support the Unit Chief in performance monitoring and evaluation, including the preparation of Performance Monitoring and Assessment (PMA) reports, the development of indicators, and the definition of realistic targets.

  • 1.5. Ensure that VCPH projects are executed according to established schedules, and that progress reports are submitted on time in compliance with donor agreements.

2. Project Coordination and Resource Mobilization

  • 2.1. Provide operational management support for the regional coordination of the VCPH, including the design, negotiation, implementation, and reporting of technical cooperation projects and grants.

  • 2.2. Support resource mobilization efforts and management-related matters specifically linked to the results-based management (RBM) framework.

  • 2.3. Follow up on cooperation agreements and letters of agreement with academic institutions and service providers, ensuring compliance with deadlines and PAHO guidelines.

  • 2.4. Serve as a liaison with staff in country offices and Regional offices involved in project execution to support planning, budgeting, monitoring, and reporting.

  • 2.5. Support the review and evaluation of technical progress and the implementation of inter-programmatic and intersectoral activities.

3. Operational and Administrative Support

  • 3.1. Support the coordination of the VCPH by planning, organizing, and distributing team tasks, taking into consideration priorities, timelines, and those responsible for courses and projects.

  • 3.2. Support the follow-up on the hiring of international consultants, procurement contracts, and payments to suppliers to ensure timely project implementation.

  • 3.3. Support the Chief in analyzing the team's staffing needs and providing input for the preparation and periodic review of the Human Resources Plan.

  • 3.4. Coordinate with the Project Management Information System (PMIS) Project Manager on program management matters, particularly those related to the results-based management framework.

  • 3.5. Plan, manage, and participate in the coordination of work meetings, seminars, and events, including the preparation of minutes and technical reports.

  • 3.6. Review and monitoring the creation and management of regional and country budgets for new courses and projects on the Virtual Campus platform.

  • 3.7. Assist in reviewing and analyzing initiatives and trends related to the program's technical areas where added value can be provided, and perform other related duties as assigned.

4. VCPH Technical Operations and Sustainability

  • 4.1. Plan and monitor the VCPH Governance process for the approval and development of courses and projects, maintaining continuous communication with technical units and involved institutions.

  • 4.2. Review submission forms, manage the provisioning and configuration of virtual classrooms, and execute follow-up procedures for access controls and the deployment of shortened URLs.

  • 4.3. Prepare written outputs, such as background papers, technical documents, and briefings for meetings of the Governing Bodies.

  • 4.4. Provide necessary documentation and information to the Special Program Chief and the Cross-Functional Working Group to support the analysis of options for VCPH financial sustainability.

  • 4.5. Review and analyze initiatives and trends related to the program's technical areas to identify added value and perform other related duties as assigned.

Specific products/ Deliverables expected

  • Deliverable 1 - Operational Planning and Sustainability Report: A document outlining the semestral operational planning for the VCPH Special Program, fully aligned with the PB 26-27 document. Due Date: No later than 25 March 2026.

  • Deliverable 2: Comprehensive report detailing agreements and new processes resulting from the special group meetings regarding the financial sustainability and resource allocation of the VCPH. Due Date: No later than 25 March 2026.

  • Deliverable 3 - Final report for the AECID donor: this document includes program implementation, detailing the achievements, activities, and deliverables developed during the grant period. Due Date: No later than 25 March 2026.

  • Deliverable 4 - First implementation and management report: This report includes a quarterly progress and implementation report on the program, as well as financial execution. This document also covers the configuration and management of virtual classrooms, including access controls, the generation of shortened URLs, and evidence of the support provided to program managers in relation with the governance approved courses. Due Date: No later than 12 May 2026.

  • Deliverable 5 - Budget Monitoring and Follow-up Plan: final purchasing budget plan for the second half of 2026. Due Date: No later than 12 May 2026.

  • Deliverable 6 - Mid-term Performance Review and Governing Bodies Briefings: Technical inputs for the HSS Semester 1 entity report (PMA 1), including the VCPH Products/Services (P/S) review and resource mobilization updates. This includes updated Briefing Books for Governing Bodies meetings and the HSS/VCPH contributions to the 2025-2026 Director's Report for the Directing Council. Due Date: No later than 30 June 2026.

  • Deliverable 7 - P/S review Report: Update the document with the progress review of the P/S and the unit's inputs to the HSS First Semester Entity Report, as well as the resource mobilization. Due date: No later than 30 June 2026.

  • Deliverable 8 - Team Coordination Plan: detailed report on the distribution of team tasks and project progress for the first half of 2026. The report should include the status of classrooms that were open or closed during this period. Due Date: No later than 12 August 2026.

  • Deliverable 9 - Budget Monitoring and Follow-up Plan: Report with income details for the first half and a monitoring plan for the second half. Due Date: No later than 12 August 2026.

  • Deliverable 10 - Final Technical Output and Financial Report: A final progress report detailing concrete technical outputs generated—such as background papers, analyses, and report sections—in accordance with the guidelines of the Chief of the Special Program. This includes the final quarterly progress report on the budget statement. Due Date: No later than 28 September 2026.

Delivery dates may be modified based on the VCPH's priorities and needs, as agreed upon with the supervisor. However, all deliverables must be submitted by the end of the consultancy period.

  • Installment 1: Covers Deliverables 1, 2 & 3. Due Date: 25 March 2026. Currency: USD. Amount: $6,200.00.

  • Installment 2: Covers Deliverables 4 & 5. Due Date: 15 May 2026. Currency: USD. Amount: $5,000.00.

  • Installment 3: Covers Deliverables 6 & 7. Due Date: 2 July 2026. Currency: USD. Amount: $4,800.00.

  • Installment 4: Covers Deliverables 8 & 9. Due Date: 14 August 2026. Currency: USD. Amount: $4,900.00.

Qualifications

Professional experience:

  • Required: At least 5 years of combined national and international experience in the fields of health planning, program and project management, monitoring and evaluation, strategic resource allocation and mobilization, partnership engagement, or related fields.

  • Desired: Previous experience and knowledge of UN Resource Mobilization and Grant management and knowledge of PAHO's planning mechanisms (strategic plan and program budget report), as well as its priorities for technical cooperation in health.

Education:

  • Required: A bachelor's degree in business studies, health, biological or social sciences, or in any other field related to the functions of the post, from a recognized university.

  • Desired: Master's degree in "Project Management", "Public Administration", "Social science", or "Public health", PMP certification or any other field related to the functions.

Languages:

  • Required: Fluent in written and spoken Spanish and English.

  • Desired: Basic knowledge of Portuguese and French are a plus.
