[Hiring] National Vaccine Management Consultant @AGORA

Role Description

This consultancy is in line with ongoing UNICEF efforts to strengthen the national immunization system in accordance with the National Immunization Programme 2026-2030. This technical assistance will complement ongoing country support in the areas of:

• Vaccine cold chain strengthening
• Vaccine supply planning
• Forecasting

Qualifications

• A university degree (Master’s or higher) in public health, medicine, pharmacy, health systems management, supply chain management, logistics, procurement, or another closely related field relevant to immunization and vaccine supply chain management.

Requirements

• Minimum 5 years of experience with at least 3 years in immunization, vaccine logistics, and public health, including monitoring the National Immunization Program and providing tailored training for health workers.
• Previous working experience with UNICEF is considered a strong advantage.
• Advanced knowledge of vaccine storage requirements, cold chain infrastructure, inventory policies, allocation, ordering, and distribution strategies.
• Experience in analyzing and interpreting vaccine stock data (receipts, distribution, utilization, wastage rates) and proficiency in digital tools such as ViVa, Thrive360, 1C warehouse, and other LMIS solutions.
• Ability to coordinate with the Republican Center of Immunoprophylaxis (RCIP) and other stakeholders to ensure effective vaccine distribution and management.
• Strong skills in developing vaccine distribution plans, optimizing cold chain equipment use, and ensuring efficient immunization supply chains.
• Expertise in maintaining vaccine cold chain integrity, ensuring proper storage, and enforcing national immunization guidelines.
• Fluency in Tajik and Russian is required, with strong written and verbal communication skills. Working knowledge of English is an asset.

Desirables

• Previous experience working with UNICEF, MoHSPP, RCIP, WHO, Gavi, or other development partners in immunization and vaccine supply chain strengthening.
• Practical experience in mentoring government counterparts and supporting the institutionalization and transfer of routine vaccine management functions.
• Familiarity with national immunization policies, vaccine logistics working groups, and immunization campaign or new vaccine introduction support.
