Role Description
The Cluster Medical Head (Russia, CIS and Israel) leads the medical strategy, scientific engagement, and medical compliance for the cluster, aligned to IBU Medical. Ensures medical governance, scientific integrity, and compliance across all cluster medical activities. Provides medical input into launch and lifecycle planning and partners with Business Unit Heads to advance patient outcomes. Leads, develops, and functionally manages the cluster medical team.
Accountabilities:

Own the medical strategy for the cluster / lead LOC, aligned to IBU Medical priorities.

Ensure medical governance, compliance, and scientific integrity across all cluster medical activities.

Provide medical input into launch and lifecycle planning for the portfolio.

Lead and develop the cluster medical team and build scientific capability.

Functionally manage office-based medical roles and Medical Science Liaisons.

Partner with Business Unit and Country Heads to integrate medical strategy with commercial and access plans.

Implement global and IBU medical standards, policies, and ways of working across the cluster.

Represent Medical Affairs in cluster and IBU governance forums.

Drive evidence-generation and scientific-engagement plans with key external experts.

Ensure all medical activities comply with applicable laws, regulations, and industry codes.

Holds a dotted-line functional alignment to IBU Medical Affairs for strategy, standards, and governance, while delivering execution within the cluster.

Management level: Senior Director (Global Grade I). A strategic leader who oversees a broad area of responsibility within the cluster, sits on the cluster leadership team, and contributes to enterprise-level decisions.

Qualifications

Advanced scientific degree (PhD, PharmD, MSc or equivalent); this is a non-M.D. profile.

Extensive Medical Affairs leadership experience across strategy, governance, and field medical in a multi-country setting.

Bachelorβs degree required; advanced degree (MBA, MSc or relevant scientific/medical qualification) preferred.

Proven track record of leadership in a complex, matrixed, multi-country environment.

Strong knowledge of the Cluster healthcare, regulatory, access, and reimbursement environment.
