[Hiring] National Senior Legal Consultant @UN Women

Role Description

UN Women Albania seeks to engage a National Consultant to support the implementation of activities related to gender equality, social inclusion, and gender-responsive planning and budgeting across its programme portfolio. The consultant will provide expert legal, policy, and technical support, including legislative alignment, compliance with national and international frameworks, and institutional capacity strengthening.

A key focus will be supporting the Ministry of Health and Social Welfare (MoHSW) in fulfilling its mandate and reporting commitments on gender equality and social protection, as well as advising on gender-related policy reforms. This includes addressing intersectional vulnerabilities through the PRISMA network under the Leave No One Behind (LNB) framework.

Qualifications

• Advanced university degree in law or human rights, development studies, gender studies or similar discipline.
• A first-level university degree in law or human rights in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Requirements

• A minimum of 15 years of relevant professional experience in the areas of gender equality and women’s empowerment.
• Demonstrated experience in the design and implementation of initiatives related to legal, social policy development, social inclusion, and gender-responsive policy planning and budgeting at national and/or local level.
• Proven experience in working with national and international legal and policy frameworks related to gender equality and ending violence against women (EVAW).
• Demonstrated experience in designing and delivering training, coaching, and mentoring for public administration officials and other stakeholders involved in policy development, implementation, monitoring, and accountability processes.
• Previous experience in collaborating and coordinating with central and local government institutions, oversight bodies, civil society organizations, academia, and other relevant stakeholders.
• Prior experience working with, or familiarity with the UN system or other international or development organizations will be considered an asset.
