Role Description

SCC is seeking a skilled Contract Specialist II to provide cradle-to-grave federal acquisition support to OAS/OSSAM, ensuring timely, compliant execution of pre-award, solicitation, evaluation, award, and post-award actions. This role prepares complete procurement packages, drafts acquisition documents, supports technical and past performance evaluations, conducts price/business analysis, processes modifications, performs de-obligations, and maintains digital ICE contract files. The CS II ensures all actions meet FAR, HHSAR, CDC policy, and PWS requirements, supports workflow efficiency, and delivers required reports and procurement files to the COR.

• Provide cradle-to-grave acquisition support for OAS/OSSAM.
• Conduct/document market research; provide historical procurement data.
• Draft/edit RFPs, RFQs, IFBs, D&Fs, memos, checklists, and solicitation packages.
• Prepare solicitation notices (SAM.gov, GSA eBuy, NITAAC, NASA SEWP).
• Prepare 8(a) offering letters; input documents into SBCX.
• Support pre-proposal conferences and vendor communications.
• Facilitate technical/past performance evaluations and scoring.
• Conduct price/business analysis and negotiation documentation.
• Prepare award documents, FPDS entries, notices, and debriefings.
• Process unilateral/bilateral modifications; prepare option notices.
• Perform de-obligations; ensure accurate terms/conditions.
• Create/deliver ICE procurement files within 10 days of action completion.
• Deliver monthly, bi-weekly, weekly (Q4) reports and procurement files to COR.

Qualifications

• Bachelor’s degree.
• 5+ years cradle-to-grave federal contracting experience.
• FAC-C or DAWIA Certification required.
• Previous ICE experience preferred.
• Proficiency with ICE, SBCX, FPDS, FAR, HHSAR, CDC policies.

• Strong documentation and compliance discipline.
• Ability to manage multiple concurrent procurement actions.
