Role Description

The Chief Information Officer (CIO) provides leadership, governance, and management oversight of the Bank's technology environment, including:

• Information technology operations
• Infrastructure
• Cybersecurity coordination
• Digital banking systems
• Enterprise applications
• Data governance
• Technology risk management
• Business continuity
• Disaster recovery
• Third-party technology relationships
• Delivery of reliable, responsive technology support

The CIO partners with business leaders to ensure technology investments and support services enable the Bank's strategic objectives, operational efficiency, customer experience, regulatory compliance, growth, and risk management programs.

Essential Duties:

• Develops and executes the Bank's technology strategy, multi-year roadmap, annual operating plan, and investment priorities.
• Advises executive management and the Board of Directors on technology strategy, cybersecurity, operational resilience, and significant technology investments.
• Leads technology modernization and digital transformation initiatives.
• Evaluates emerging technologies and banking industry trends.
• Establishes technology portfolio governance and project prioritization practices.
• Directs the Bank's technology infrastructure and support services.
• Maintains enterprise architecture and technology standards.
• Ensures technology systems meet established performance objectives.
• Oversees technology service management practices.
• Identifies and addresses technical debt and resiliency risks.
• Partners with Enterprise Risk to maintain an effective cybersecurity program.
• Manages security architecture and incident response practices.
• Coordinates the technology response to cybersecurity incidents.
• Establishes a technology risk management framework.
• Ensures timely remediation of examination findings and audit issues.
• Maintains current technology policies and governance records.
• Owns the lifecycle management of critical technology vendors.
• Participates in negotiations for technology agreements.
• Ensures fintech partnerships meet contractual obligations.
• Coordinates technology recovery efforts during significant business interruptions.
• Supports enterprise data governance.
• Establishes governance and technical standards for emerging technologies.
• Develops and manages the annual technology budget.
• Leads, coaches, and develops technology personnel.
• Embodies the TRAC Values and Critical Behaviors.
• Completes administrative tasks with a sense of urgency.
• Demonstrates an understanding of and commitment to EEO policies.
• Ensures adherence to all Bank policies and applicable laws.
• Performs duties in an office or home office environment.
• Travels up to 10% for company meetings and training sessions.

Qualifications

• Bachelor’s degree in a relevant field (e.g., Information Technology, Computer Science, Cybersecurity, Business, or related) preferred.
• Professional certifications such as CISSP, CISM, CRISC, CISA, CGEIT, PMP preferred but not required.
• 10 or more years of progressively responsible technology experience.
• 5 years in a senior leadership role with enterprise-wide responsibility.
• Financial institution experience strongly preferred.
• Excellent organizational and time management skills.
• Comprehensive knowledge of management procedures.
• Proficiency with Microsoft Office Suite required.
• Effective oral, written, and interpersonal communication skills.
• Strong teamwork and relationship skills.

Requirements

• Bachelor’s degree from an accredited college or university in a relevant field preferred.
• 10 or more years of progressively responsible technology experience.
• Financial institution experience strongly preferred.
