Role Description

The Federal HR Subject Matter Expert (SME) plays a critical role in ensuring that HR processes and system configurations fully comply with federal regulations and best practices. This role provides authoritative guidance on federal HR policy, operations, and compliance while translating complex regulatory requirements into effective Workday PaaS solutions.

• Provides in-depth expertise on federal HR policies, processes, and regulatory requirements.
• Ensures Workday PaaS configurations and processes align with federal mandates and HR best practices.
• Advises on federal HR regulations, compliance, and processes to ensure all activities align with government standards.
• Translates federal HR requirements into Workday PaaS specifications.
• Validates Workday PaaS configurations and process designs for accuracy and effectiveness.
• Supports testing, training, and change management initiatives.
• Serves as the primary liaison between HR stakeholders and the implementation team, facilitating clear communication and successful project execution.

Qualifications

• 8 years federal HR experience (policy, operations, advisory).
• 3 years with cloud HR systems; at least 1 Workday PaaS HCM or comparable large HR system implementation.

Requirements

• Strong knowledge of federal HR regulations (Title 5, OPM guidance, merit principles, SES, federal pay/leave, labor relations).
• Experience defining HR business rules, SOPs, and requirements.
• HR certification (e.g., SHRM-CP/PHR or equivalent).
• Masters Degree.

Preferred Experience and Qualifications

• 12 years federal HR experience, with time in HQ/policy or enterprise-level HR transformation roles.
• 2 full-cycle Workday PaaS HCM implementations specifically for federal agencies.
• Advanced HR certifications (e.g., SHRM-SCP, SPHR) or federal HR specialty training (e.g., OPM courses).
• Direct experience with multiple federal personnel systems (e.g., NFC, DFAS, Defense Civilian Pay, shared service centers).
• Demonstrated leadership of cross-bureau HR process standardization or modernization efforts.

Pay Range

The pay range for this position based on full-time employment is: $98,614.00 - $167,644.00.
