Role Description

The purpose of the OST Representative is to provide oversight of county administration of the Medicaid programs that provide services for all families served at the county level through the NC FAST system and to ensure that all benefits are issued in a timely, accurate, and efficient manner.

  • Management Consultation:
    • The OST Representative is a management consultant to DSS supervisors and directors.
    • Performance of this function may result from county requests or from observations that help is needed in making management decisions.
    • Involves identifying program needs and understanding the county’s department organizational structure.
    • Uses human resources methodology for calculating staffing needs based on workload.
    • Advises counties on problem solving and prioritizing work.
    • Involved in planning for the impact of changing community needs and program growth.
    • Conducts joint meetings with various staff to promote better internal communication patterns.
    • Teaches and reinforces supervisory skills through individual consultation and formal training presentations.
  • Ensuring program compliance and promoting program improvement:
    • Has state supervisory responsibility for ensuring that county staff correctly understand and apply all programs’ manual policy.
    • Involves reviewing and enhancing policy, interpreting new policy during county visits, and conducting remedial training.
    • Responsible for developing corrective action plans with the county when problems are identified.
  • Training:
    • Identifies, coordinates, and delivers needed training in policy across programs and NC FAST procedures.
    • Involves evaluation of training needs, development of training materials, and presentation of training sessions.
  • Ensuring compliance with application and recertification processing standards:
    • Monitors county performance monthly to ensure compliance with federal processing time standards.
  • Other functions and tasks:
    • Responsible for administration of all Medicaid programs at the state level.
    • May make presentations to County DSS Boards and County Commissioners.
    • Completes written materials including county visit reports and correspondence.
    • Assists with resolving Medicaid Help Center tickets for beneficiaries.
  • Oversight of County Administration of NC FAST System Technology:
    • Provides onsite system support and guidance on the NC FAST case management system.
    • Assists staff with system navigation, troubleshooting, and analyzing problems.
    • Tracks progress and measures user success in using the NC FAST system.
  • Special Projects or Other Duties as Assigned.

Qualifications

  • Master's degree in a discipline relative to the program and four years of related experience; or
  • Bachelor’s degree in a discipline relative to the program area and six years of related experience; or
  • An equivalent combination of education and experience.

Requirements

  • Thorough understanding of management and communications skills.
  • Knowledge of Medicaid programs and services financing.
  • Ability to use mediation and arbitration strategies.
  • High level of accuracy and concentration due to the impact on applicants and recipients.
  • Understanding of adult learning principles.
  • Well-developed verbal and written communications skills.
  • Working knowledge of Medicaid program policies and regulations.
