[Hiring] MSME Access to Finance Assessment and Approach Consultant @Prosper Global

Role Description

To address the constraints that MSME participants face in accessing and using appropriate financial services, particularly credit, to start, sustain and grow their businesses, Prosper Global is seeking a consultant to conduct a regional assessment of MSME finance and financial inclusion in the Caribbean, with particular focus on the target jurisdictions, and to develop a Responsive MSME Finance Approach Paper to guide programme design and future engagement.

Together, the assessment and approach paper should provide:

• An analysis of the state of financial inclusion for MSMEs in the sectors targeted by SCEG.
• The constraints and opportunities on both the supply and demand side.
• The key financial actors currently engaged in the sector.
• Recommendations on the design of future partnerships, interventions and funding proposals to improve access to financial services for MSMEs.

Prosper Global plans to hold a workshop in February 2027 with partner CSOs, select financial institutions, and other key stakeholders to review progress to date under the SCEG programme and identify opportunities for future programming.

Consultant Activities

• Conduct an assessment of and develop an approach paper for expanding and improving MSME financing in the Caribbean.
• Overview of the current provision of financial services to MSMEs in the Caribbean, including:
  • Financial service providers (FSPs), including both regulated financial and non-financial institutions.
  • Main financial products and their characteristics, collateral requirements, terms, conditions and fees.
  • Market segmentation and distribution channels, including digital channels.
• Overview of the financing needs, opportunities and constraints of the SCEG participant MSMEs gathered through interviews.
• Assessment of existing risk-sharing, guarantee and blended finance mechanisms.
• Review of key ecosystem and regulatory factors affecting MSME finance.

Consultant Deliverables

• 25-page (maximum) assessment and approach paper.
• A meeting with Prosper Global staff to present the key findings and recommendations.
• Materials for the February workshop including presentations, facilitation materials, and discussion questions.

Timeframe / Schedule

• To be completed by 18 December, 2026.
• Expectation is that the work would be completed remotely, if not based in the Caribbean.
• Total expected level of effort: 20 - 25 days.

The Consultant Will Report to

• Program Manager - Resilient Communities.

The Consultant Will Work Closely With

• Snr Advisor - Digital and Financial Inclusion (TEQ).
• Monitoring, Evaluation and Learning Manager.
• Monitoring, Evaluation, and Learning Coordinator.

Required Experience and Skills

• 7-10 years of experience working in and supporting financial inclusion, preferably in the Caribbean.
• Demonstrated experience conducting assessments, actor mapping and completing reports, and in developing financial inclusion approaches/strategies.
• Strong knowledge of the financial services sector in the Caribbean.
• A wide network of contacts within the financial services sector in the Caribbean.
• Expertise in financial inclusion, private sector engagement, market system development (MSD), and market assessments.
• Ability to work independently and conduct remote interviews.
• Ability to work professionally in English, and Spanish preferred.
