Role Description

The Government Accounting & Proposal Estimations Manager will lead Attalon’s government compliance, cost accounting, pricing, and proposal estimation functions, ensuring accuracy, integrity, and compliance with FAR, DFARS, CAS, and other DoD regulations. This role reports directly to the Chief Financial Officer and partners closely with the Corporate Controller, FP&A, Program Management, Operations, Engineering, Contracts, and Business Development. The Manager is responsible for all DCAA interactions and submissions, related audit coordination, as well as customer rate reviews. Responsible for ensuring Attalon’s government proposals are competitive, compliant, data‑driven, and aligned with corporate financial and strategic objectives.

Responsibilities

• Lead development and maintenance of government cost accounting practices, ensuring compliance with FAR, DFARS, and CAS.
• Serve as the subject‑matter expert for government cost compliance, indirect rate structures, and cost pools.
• Complete all DCAA submissions including the annual incurred cost submission, forward pricing rates, and the disclosure statement.
• Oversee and enhance the proposal estimating process, ensuring accuracy, competitiveness, and compliance.
• Partner with Program Management, Engineering, Supply Chain, and Operations to develop detailed bases of estimate (BOEs).
• Enhance standardized cost models, templates, and pricing structures for RFQs, RFPs, and IDIQ task orders.
• Support DCAA/DCMA and customer audits, ensuring readiness for incurred cost submissions, pricing reviews, and FPRPs.
• Strengthen Attalon’s estimating system, cost‑tracking processes, and pricing documentation.
• Provide training and guidance to functional partners on compliance and estimating best practices.
• Collaborate with FP&A and the CFO on forecasting and financial impacts of indirect rates and pricing.
• Support ERP integration (IFS Cloud) with accurate mapping of cost pools, labor categories, and WBS structures.

Qualifications

• Bachelor’s degree in Accounting, Finance, Business, or related field.
• 8+ years of government accounting, pricing, cost estimating, or compliance experience.
• Strong working knowledge of FAR, DFARS, CAS, and government cost/pricing regulations.
• Experience supporting DCAA or DCMA audits.
• Familiarity with TINA and commerciality determinations.
• Ability to develop indirect rates, BOEs, and compliant pricing proposals.
• Strong analytical skills with attention to detail.
• Experience in a private‑equity‑backed or carve‑out environment preferred.

Preferred Qualifications

• Master’s degree in Business, Accounting, or Finance.
• Experience with ERP systems such as IFS Cloud, SAP, or similar.
• Prior experience building estimating systems or compliant government accounting frameworks.
• Experience developing or supporting forward pricing rate proposals (FPRPs).
