[Hiring] Director of Financial Planning and Analysis @WVU Medicine

Role Description

Responsible for strategic financial planning and analysis of potential new business opportunities related to capital investment. Coordinates the completion of the annual capital budgeting process for WVU Medicine. Oversees construction project and other capital project accounting functions and detailed project financial tracking. Assists with structuring and securing financing arrangements and ensures ongoing compliance with regulatory requirements on tax-exempt debt.

Qualifications

• Bachelor’s degree in accounting, finance, or business administration required.
• Five (5) years’ experience in accounting or finance.
• Two (2) years supervisory experience.
• Master’s degree in accounting, finance, or business administration preferred.
• CPA certification preferred.
• Experience in healthcare preferred.

Requirements

• Responsible for the coordination and completion of the annual capital budget for WVUH and UHA, consistent with WVUHS budget guidelines.
• Gathers competitive, publicly available information regarding cash flow, cost, margins, investments, etc.
• Responsible for monitoring strategic capital projects including multi-year major construction projects to ensure budget compliance.
• Serves as capital accounting and budgeting subject matter expert for other WVUHS entities.
• Responsible for reviewing all monthly capital purchases to ensure timely remittance of state and municipal sales tax.
• Routinely evaluates the organization’s financial position to determine capital budgeting targets.
• Works collaboratively with the WVUH/UHA senior management team and other WVU Medicine staff.
• Monitors capital budget-to-actual spending to ensure timely in-service reporting.
• Assigns capital project costs to depreciable components using AHA useful life guidelines.
• Ensures accurate and timely capitalization, depreciation, and disposal of capital assets.
• Works with the WVUHS lease team, legal, and reimbursement to ensure compliance with accounting principles.
• Assists with structuring and securing debt to finance the objectives of the Hospital and subsidiary corporations.
• Proactively consults with external bond counsel regarding new financing arrangements.
• Member of tax-exempt debt compliance team ensuring compliance with federal tax rules.
• Tracks detailed project charges by funding source to comply with debt requirements.
• Maintains an excellent rapport with executives, physicians, management, and staff.
• Models adaptive behavior and demonstrates honesty, integrity, and a strong work ethic.
• Takes immediate action upon discovery of serious discrepancies.
• Maintains personal program to improve professional and business skills.
• Supports or participates on various WVUH/UHA committees as appointed.
• Carries out special projects and performs other duties as assigned.
