Role Description

The Healthcare Career Advancement Program (H-CAP) invites qualified consultants, organizations, and firms to submit proposals to provide program management services supporting H-CAPโ€™s Registered Apprenticeship program. The consultant can work up to 35 hours per week at an hourly rate of $158/hour.

The selected contractor(s) will develop, implement, and strengthen registered apprenticeship programs in healthcare in partnership with:

  • Labor-management organizations
  • Unions
  • Employers
  • Education providers
  • Workforce boards
  • Other stakeholders

Contractor Responsibilities

  • Work closely with H-CAPโ€™s Registered Apprenticeship team, H-CAP leadership, labor-management partners, and affiliated organizations.
  • Primarily conduct work remotely, with travel to program sites or national events as needed.

Required Services and Deliverables

  • Partner Education:
    • Conduct informational sessions in a variety of formats for various stakeholders.
    • Plan and implement not less than (5) meetings of 10 or more stakeholders interested in Registered Apprenticeship Programs.
  • Program Development:
    • Recruit not less than 25 employers to start new registered apprenticeship programs or expand existing ones.
    • Provide support in identifying apprenticeable occupations, creating standards, and getting standards approved.
    • Support the creation of multi-employer apprenticeship programs.
  • Communications and Marketing Support:
    • Support the creation of materials for Registered Apprenticeship outreach.
    • Work with H-CAPโ€™s Data and Communications team to amplify promotional and marketing efforts as directed by H-CAP leadership.
  • Grant Compliance, Tracking, and Reporting:
    • Track deliverables to ensure compliance with grant and contract obligations.
    • Enter accurate and timely data into various tracking systems.
    • Gather data and write reports on progress.

Qualifications

  • Deep knowledge and experience working with healthcare employers and stakeholders on workforce development issues.
  • Ability to connect with healthcare consortia, certifying bodies, industry associations, etc. regarding Registered Apprenticeship Programs.
  • Knowledge of the healthcare industry and workforce development.
  • Knowledge of Registered Apprenticeship and the Registered Apprenticeship System.
  • Experience with post-secondary education and adult education programs.
  • A minimum of 5 years of project management experience.
  • Excellent project coordination and organizational skills, with the ability to work independently.
  • Experience in a fast-paced, multi-stakeholder environment.
  • Strong interpersonal, oral, and written communication skills.
  • Ability to present to various audiences using a mix of methods, including virtual and in-person formats.
  • Work experience or familiarity with union or labor-management environments.
  • Existing connections with stakeholders such as healthcare employers, industry associations, unions, labor-management organizations, workforce boards, and education partners.

Proposal Requirements

  • A cover letter.
  • A resume with a description of the proposerโ€™s qualifications and relevant experience.
  • A summary of how the proposer will identify and recruit employers and stakeholders committed to starting registered apprenticeship programs, including the amount of hours per week the proposer can commit to the project.
  • References from comparable projects or clients if requested.

  • Demonstrated experience with Registered Apprenticeship.
  • Healthcare workforce development.
  • Labor-management partnerships.
  • Project management capacity.
  • Quality of proposed approach.
  • Ability to meet deliverables.
  • Cost reasonableness.
  • References.

Anticipated Timeline

  • H-CAP anticipates selecting a contractor following review of submitted proposals and may invite finalists for interviews.
  • Proposals will be accepted through September 30, 2026.
  • Review of each RFP and selection should be completed by November 15, 2026.
