Role Description

The National Consultant will act as the focal point and directly contribute to the implementation of STEPCam Components 1 and 2, in close coordination with the STEPCam Programme Manager and programme team, and MoEYS technical departments.

Under the overall authority of the UNESCO Representative to Cambodia and the supervision of the Chief of Education Unit and the STEPCam Phase II Programme Manager, the Consultant will provide technical support for the following areas of work:

  • Provide technical support and coordination to the strategic and operational planning, implementation and monitoring of the activities and sub-activities under STEPCam’s Components 1 and 2 in line with the results framework, including:
    • Support oversight and monitoring of the delivery of activities by programme counterparts, consultants and experts.
    • Monitor and evaluate activities of Components 1 and 2, ensuring effective implementation.
    • Contribute to the preparation of STEPCam progress reports and communication materials.
    • Provide technical coordination, quality assurance and review of deliverables from consultants.
    • Support MoEYS in coordinating monitoring missions for activity implementation.
  • Provide technical support to MoEYS departments for planning and implementation of teacher education reform, including:
    • Strengthening institutional capacity of teacher education institutions.
    • Support institutional capacity building of TEIs as CPD service providers.
    • Provide technical advice for the Annual Teacher Development Conference.
    • Coordinate with the STEPCam programme team for key interventions.
  • Provide technical support for institutionalization and expansion of the CPD system, including:
    • Advise on the expansion of CPD supply from accredited institutions.
    • Support MoEYS with accreditation of CPD providers.
    • Advise on future priorities for CPD and CPDMIS development.
    • Support development of mechanisms for Recognition of Prior Learning.
    • Assist in the development and pilot of CPD voucher mechanisms.
    • Support development of the national Teacher Qualification Upgrading Framework.
    • Assist in planning and pilot of the TCP system.
  • Provide technical assistance for UNESCO’s role as a strategic partner in Cambodia’s education sector, including:
    • Support MoEYS in integrating Management Information Systems.
    • Contribute to implementation of the Education Strategic Plan 2024-2028.
  • Support the Chief of Education and Programme Manager in GPE-related work, including:
    • Contribute to the GPE 2030 country process in Cambodia.
    • Work closely with MoEYS TDs and development partners.
    • Support timely coordination and release of reports.
    • Advise the Programme Manager on potential challenges.
    • Ensure implementation tasks are carried out on time and within budget.
    • Participate in programme-related meetings and activities.
  • Carry out other work and responsibilities as assigned by the UNESCO Representative to Cambodia.

Qualifications

  • Advanced University Degree (Master’s or PhD) in education, social science or related fields.
  • At least 10 years of professional experience in education, teacher education, ICT in education or relevant fields.
  • Demonstrated experience in providing technical assistance and project management in the education sector in Cambodia.
  • Strong capacity to build and maintain effective partnerships.
  • Strong capacity to provide advice and technical support on education and teacher education.
  • Excellent coordination and interpersonal skills.
  • Good knowledge of government functioning.
  • Proven conceptual and analytical skills.
  • Solid understanding of the education sector and teacher development context in Cambodia.
  • Ability to take initiative and work efficiently under pressure.
  • Comfortable in a multicultural workplace and able to work in a team.
  • Professional proficiency in written and spoken Khmer and English.

Requirements

  • Demonstrated experience in research and up-to-date teaching and learning practices.
  • Experience working with the UN, and knowledge of UN regulations and guidelines.
  • Good understanding of UNESCO’s mandate, procedures and policies.

  • Contract duration of 11 months, part-time basis (60% of full-time capacity).
