Role Description

Seeking an experienced Business Analyst 3 to serve as a Senior Metadata Ingestion Analyst supporting the Enterprise Information Management (EIM) initiative within the Performance Management & Analytics System (PMAS). This role will act as a strategic liaison between technical teams and business stakeholders, enabling effective use of metadata, business glossaries, data lineage, and emerging AI capabilities across Health and Human Services programs. The successful candidate will work within an Agile development environment and play a critical role in advancing data literacy and supporting enterprise reporting and decision-making initiatives.

Key Responsibilities

• Strategic Liaison and Metadata Translation
  • Collaborate with program areas, project sponsors, and technical SMEs to integrate Enterprise Information Management cataloging and lineage systems with source systems.
  • Translate complex metadata requirements into actionable business solutions and glossary structures.
  • Automate metadata collection and update processes for high-value enterprise data assets.
  • Communicate technical findings and data limitations to non-technical audiences in a clear and understandable manner.
• Metadata Analysis and Reporting
  • Extract, integrate, and analyze metadata from diverse internal and external sources.
  • Partner with performance analysts and business stakeholders to develop reporting metrics and visualizations supporting metadata enrichment initiatives.
  • Validate AI-generated outputs and identify potential inaccuracies or hallucinations.
  • Ensure compliance with agency reporting standards, governance policies, and regulatory requirements.
• Data Literacy and Organizational Enablement
  • Promote enterprise-wide understanding of metadata, data glossaries, and responsible AI usage.
  • Develop training materials, tutorials, and educational sessions tailored to varying levels of data literacy.
  • Support organizational adoption of data-driven decision-making practices.
• Collaboration and Problem Resolution
  • Work closely with data engineering, IT teams, and business units to resolve metadata-related issues and inconsistencies.
  • Provide expert guidance on interpreting data trends and responding to complex business inquiries.
  • Research and evaluate emerging metadata management and AI technologies to enhance enterprise capabilities.
• AI Prompt Development and Data Synthesis
  • Design and optimize AI prompts to improve metadata retrieval and synthesis across complex domains.
  • Assist business users in developing effective prompting techniques to maximize accuracy and relevance.
  • Build and maintain a repository of standardized AI prompts and query templates supporting reporting needs.

Qualifications

• 8 years of experience gathering business requirements and translating complex metadata acquisitions into actionable glossary structures supporting advanced analytics.
• 8 years of experience communicating technical findings and data limitations to business users and executive leadership.
• 8 years of experience serving in senior business analysis, systems analysis, data analysis, or data liaison capacities.
• 8 years of hands-on experience utilizing SQL for data extraction, manipulation, and enrichment activities.
• 8 years of experience collaborating with business stakeholders and technical teams to develop and validate metadata glossaries and data lineage documentation.
• 8 years of demonstrated excellence in communication, presentation, facilitation, and interpersonal skills.
• 5 years of Business Intelligence and/or Data Warehouse experience.
• 5 years acting as the primary contact for metadata and glossary initiatives supporting analytics projects.
• 5 years working within Health and Human Services organizations or similarly regulated environments with strong understanding of metadata requirements.
• 5 years applying data governance and data quality principles.
• 5 years utilizing metadata management tools such as Informatica Enterprise Data Catalog (EDC) and Axon Data Governance.
• 2 years promoting data literacy initiatives across organizations.
• 2 years developing and delivering training to users with varying levels of technical expertise.
• 1 year of experience developing AI prompts and leveraging generative AI technologies to support business processes.
