Role Description

The Business Development and Proposals (BD) Manager leads and oversees each stage of proposal development lifecycle, from opportunity identification to post-submission activities. Maintains responsibility for driving division growth by identifying and pursuing new business opportunities, developing and executing strategic plans, and expanding market presence.

• Leads or supports the full business development lifecycle, from market research and opportunity identification through capture, proposal, and deal closure.
• Oversees pipelines, guides teams, and ensures revenue targets and long-term strategic objectives are met.
• Submits a prime bid from one of multiple Salas O’Brien entities.
• Requires a proactive, detail-oriented leader with extensive experience in federal government contracting, proposal development, and pursuit management.
• Manages a team of proposal coordinators and collaborates with cross-functional teams to develop compelling, compliant proposals.
• Reports to the Division Managing Principal and coordinates with various stakeholders to produce high-quality proposals on time and within budget constraints.
• Attains an expert-level understanding of existing commercial-off-the-shelf (COTS) BD tools and develops new approaches to effectively target, bid disposition, and track new business pursuits.

Qualifications

• Degree in business, communications, or related field.
• 10+ years of experience in federal proposal management, including federal contracting and proposal development process knowledge.
• Proven record of supporting opportunity identification, proposal development, and post-submission activities within the federal sector.
• Experience managing end-to-end proposal development for complex pursuits.
• Strong leadership skills with the ability to manage and mentor proposal coordinators.
• In-depth knowledge of federal procurement channels, solicitation processes, and relevant regulations (e.g., FAR and DFARS).
• Excellent writing, editing, and communication skills.
• Strong project management skills, including the ability to track multiple proposals and manage schedules.
• Proven ability to develop and execute win strategies.
• Experience leading and coordinating proposal-related initiatives across an organization.
• Ability to work effectively under tight deadlines and manage competing priorities.

Requirements

• Proficient in Adobe products, including InDesign.
• Familiarity with proposal tools and systems such as SAM.gov, Deltek Vantagepoint and GovWin, GSA eBuy, Procurement Integrated Enterprise Environment (PIEE), and ProjNet.
• Experience in a similar industry (engineering/construction).
• Valid, state-issued driver’s license.
• Must be a US Citizen.
