Role Description

This position is located at the Office of International Affairs (OIA), Telecommunications & Analysis Division (TAD), Federal Communications Commission (FCC) in Washington, DC.

As a Telecommunications Policy Analyst, the incumbent serves as an expert advisor on complex policy issues concerning the communications markets and regulatory policies for the United States and foreign countries. The incumbent is responsible for the Division's efforts to obtain and understand information relative to:

• Information and communications technology (ICT) developments
• Digital connectivity
• Critical infrastructure security in the United States and foreign countries

The incumbent performs extensive and complex research projects to gather data within said areas and ensures that such information is readily available to senior staff.

The incumbent analyzes both domestic and international policy activities, market trends, and competition issues utilizing specialized knowledge of:

• Regulatory policy
• Network and infrastructure security
• Digital connectivity
• Knowledge of foreign economic, political, and commercial features

Additionally, the incumbent prepares for and participates in international meetings and events for comparative discussion of complex technology and policy issues of common interest. Conducts extensive historical, regulatory, and factual research, detailed and complex conference protocol, and consultations with other Commission staff. The work involves a high level of knowledge and experience in the areas of telecommunications and digital connectivity, trusted vendors, and critical infrastructure security.

QUALIFICATION CRITERIA: In order to be deemed as qualified, applicants must meet all of the following qualification criteria:

• Specialized Experience: Minimum of one year of specialized experience equivalent to at least the GS-13 level in the Federal service, including:
• Experience serving as an expert advisor on international telecommunications issues
• Experience demonstrating knowledge of ICT and critical infrastructure security both internationally and domestically
• Experience conducting complex studies, reviewing, analyzing, and evaluating information
• Experience developing briefing documents and reports summarizing research findings and recommendations
• Experience collaborating with individuals and/or working as a team member to achieve common goals
• Experience representing an organization at meetings, conferences, seminars, and other events
• Competencies for GS-14:
• Knowledge of information and communications technology (ICT)
• Skill conducting complex studies, reviewing, analyzing, and evaluating information
• Skill developing briefing documents summarizing research and findings
• Skill communicating orally to present information and/or recommendations
• Skill collaborating with individuals and/or working as a team member to achieve common goals

Requirements

• US Citizenship
• Suitable for employment as determined by a background investigation
• Serve a probationary period, if applicable
• Males born after 12/31/59 must be registered with Selective Service
• Current Federal Employees Must Submit SF-50 which demonstrates grade
• FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50
• Resume must not exceed two pages and must meet resume format criteria
• Drug Testing Required
• Security Clearance Required
• CURRENT FEDERAL EMPLOYEES MUST SUBMIT AN SF-50 TO DOCUMENT ONE YEAR OF TIME IN GRADE
• ALL FCC EMPLOYEES MUST provide a legible Personnel Action, SF-50, that verifies your status and highest permanently held grade
