The Senior Site EHS Manager will provide daily leadership and direction to a multidisciplinary EHS organization while partnering with project management, EPC contractors, subcontractors, craft labor, regulators, and owner representatives to ensure the highest standards of safety performance and nuclear safety culture are maintained throughout project execution.

This role requires a seasoned construction safety leader with significant experience leading EHS programs on large-scale industrial projects in nuclear, power generation, heavy civil, petrochemical, energy, or other high-hazard construction environments.

  • Strong working knowledge of OSHA 29 CFR 1926 and applicable 29 CFR 1910 regulations.
  • Demonstrated experience managing multiple contractors in complex multi-employer work environments.
  • Experience implementing behavior-based safety, critical risk management, and contractor management systems.
  • Proven success influencing senior leaders, project executives, and contractor organizations.

Requirements

  • Lead all day-to-day EHS activities for a large multi-employer construction project consisting of EPC contractors, subcontractors, suppliers, and support organizations.
  • Establish and maintain a visible field presence, engaging workforce leaders, supervisors, construction managers, and craft personnel daily.
  • Provide leadership, coaching, development, and performance management for site EHS professionals.
  • Champion a safety culture where every worker is empowered and expected to identify hazards, raise concerns, and exercise stop-work authority.
  • Serve as the principal EHS advisor to site leadership regarding operational risk and project execution.
  • Implement and continuously improve the project Environmental, Health & Safety Management System.
  • Ensure compliance with all applicable OSHA requirements, federal, state, and local regulations, environmental permits, owner requirements, contractual obligations, and corporate EHS standards.
  • Maintain the Site EHS Plan and associated procedures, standards, and work instructions.
  • Establish site-specific EHS programs that support construction, testing, commissioning, and turnover activities.
  • Lead implementation and verification of controls for high-risk construction activities including cranes, rigging, and engineered lifts; heavy haul and transport operations; structural steel erection; deep excavations and trenching; work at height; scaffolding systems; confined space entry; hazardous energy control (LOTO); temporary power and electrical safety; concrete placement and formwork systems; heavy equipment operations; vehicle and pedestrian interface management; industrial hygiene hazards; pressure testing and mechanical completion activities; simultaneous operations (SIMOPS) management.
  • Ensure effective risk assessments, job hazard analyses, permit-to-work systems, pre-job planning, and field verification processes are consistently applied before work begins.
  • Evaluate contractor EHS performance and effectiveness through inspections, audits, field observations, and performance reviews.
  • Review and approve contractor EHS plans, mobilization packages, methodologies, and risk assessments.
  • Validate qualifications of contractor EHS personnel assigned to the project.
  • Drive accountability for safe execution while maintaining strong collaborative relationships across project stakeholders.
  • Intervene when conditions or behaviors fail to meet project requirements and stop work where necessary to prevent serious injury or environmental impacts.
  • Develop and implement robust inspection, observation, audit, and surveillance programs.
  • Analyze leading and lagging indicators to identify trends and emerging risks.
  • Prepare and present EHS performance reports to project leadership and executive management.
  • Support project readiness reviews, constructability reviews, and major work package assessments.
  • Lead investigations of serious injuries, high-potential incidents, environmental events, and near misses.
  • Ensure corrective actions address organizational and systemic causes rather than solely individual behaviors.
  • Maintain an effective lessons learned and continuous improvement process.
  • Drive timely closure of corrective actions and identified deficiencies.
  • Oversee programs related to stormwater and erosion control, spill prevention and response, air quality compliance, waste management, hazardous materials, water management, industrial hygiene, respiratory protection, heat stress management, noise exposure, silica and welding fume control, and occupational health surveillance programs.
  • Lead development and execution of construction emergency response plans.
  • Coordinate emergency preparedness activities with project security, fire protection, medical providers, and local emergency response agencies.
  • Conduct drills and exercises to validate emergency response readiness.
